Specialist at 202/767-8099. The 11 Contracting Squadron intends to
procure on a competitive basis a Firm Fixed Price, Indefinite
Delivery/Indefinite Quantity (ID/IQ) contract to provide technical and
analytical support for the United States Air Force Exercise and
Evaluation Program. The solicitation will be 100% small business
set-aside. The period of performance will be for a base period plus two
one-year options. The contractor shall provide all personnel,
equipment, tools, materials, supervision, and other items and services
necessary to perform the type of tasks required. Required support
services consist of the following areas: (1) Assist in planning,
designing, developing, and controlling exercises to support overall
joint exercise objectives, as well as specific Air Force objectives;
(2) Assisting various elements of the Air Force in planning their
participation in Chairman, Joint Chiefs of Staff (CJCS) sponsored
Command Post Exercises (CPXs); (3) Observing and collecting exercise
performance data for evaluating accomplishment of objectives; (4)
Analyzing the results of paragraphs (2) and (3) and providing
performance assessments and recommendations for corrective actions; (5)
Assisting in preparation of joint exercises' Joint Universal Lessons
Learned (JULLs) and in execution of the Air Force Remedial Acton
Program (AFRAP); (6) Conducting special studies for exercise related
analyses; (7) Assisting in developing, drafting, or revising, as
necessary, written Air Force exercise guidance (including, but not
limited to, AFI 10-204 and the Air Force Exercise Planning Handbook);
and (8) Supporting the Air Force's participation in the CJCS Exercise
Program. Contractor personnel must have a Top Secret clearance or the
ability to obtain one and at least one contractor person must be
eligible for SCI access by processing a current Top Secret clearance
based on a current SBI. The SIC code for this effort is 8742, with a
size standard of $5M. All responsible sources may submit an offer which
will be considered. Firms requesting a copy of the RFP must identify
