412/476-5350. The scope of work will be to perform radioanalysis of
bioassay samples. The radioanalyses shall include analysis of urine
samples for cobalt-60, strontium-90, cesium-137, europium-152,
thorium-232, uranium-233/234, uranium-235, uranium-238, plutonium-238,
and plutonium-239/240. There will be approximatly 400 samples provided
for analysis per year at a rate of approximately 30 samples every three
(3) to four (4) weeks. Prior to placement of the order, those bidders
within the competitive range as solely determined by Westinghouse shall
be required to perform qualification analyses for isotopic gamma,
isotopic alpha, and strontium-90 activity on a minimum of six (6)
samples at no cost to Westinghouse or the Government. As will be
required for all routine analyses under the order, the prequalification
sample results shall be reported to Westinghouse within twenty-one (21)
calendar days after receipt of the samples by the Seller. After
placement of the order and prior to initiation of routine analysis, the
Seller shall analyze 60 to 120 quality control samples provided by
Westinghouse Bettis over a period of approximately six months to
acquire data necessary to establish action levels. Interested parties
must specifically respond in writing to each of the items listed below
and must show that they meet these minimum requirements in order to
receive a copy of IFB. 1) An equipment listing shall be provided
demonstrating the Seller's capability of performing alpha spectrometry
for thorium-232, uranium-233/234, uranium-235, uranium-238,
plutonium-238, and plutonium-239/240, beta counting for strontium-90,
and gamma counting for cobalt-60, cesium-137, and europium-152. 2) A
description of the facilities shall be provided demonstrating the
seller's capability of performing chemical preparation radioanalytical
counting, and storage of urine samples, and processing and storage of
the analytical data. 3) A listing of personnel shall be provided
demonstrating the capability of the Seller to perform radiochemical
analyses, process data, perform data, perform adequate quality control,
and evaluate any analytical problems. 4) The Seller shall have a
documented Quality Assurance Program (QAP), and a copy of the Seller's
QAP shall be provided to Westinghouse. 5) The Seller shall participate
in an interlaboratory comparison quality control program equivalent to
that which is directed by the EPA. Copies of the Seller's data from
this participation shall be provided demonstrating current
participation. 6) Data shall be provided demonstrating the Seller's
capability of meeting the following minimum detectable amounts (MDA's;
using the MDA equation specified in Draft American National Standard
ANSI N13.30 published January 15, 1993) on urine samples with a volume
as low as 400 milliliters. Cobalt-60 and cesium-137:20
picocuries/liter, strontium-90: 2.0 picocuries/liter; europium-152: 60
picocuries/liter; thorium-232, uranium-233/234, uranium-235, and
uranium-238: 0.10 picocuries/liter; plutonium-238 and
plutonium-239/240: 0.060 picocuries/liter. 7) Data shall be provided
demontrating the Seller's capability of achieving results for quality
control samples spiked at a level of 5 to 100 times the MDA values
specified above that agree with the known values within 20% for all of
the radionuclides specified above. 8) The Seller shall be equipped to
complete routine sample analysis within a 21 day period. 9) The Seller
shall be equipped to accept 400 samples per year provided at three week
intervals. Vendors quoting must demonstrate or certify their capability
to do this number of samples. If the vendor cannot analyze 400 samples
within the required turnaround time, it will be their responsibility
to have an alternative backup vendor to perform the analysis. This
alternative vendor will have to be approved by Bettis before order
placement. To be further considered, interested firms must currently
meet the above listed minimum prerequisite requirements and provide
sufficient written information to evidence that each minimum
requirements has been met. Such information shall be submitted in
writing, via mail (telephone submittals will not be honored) and
postmarked no later than fifteen days after the date of publication.
Additional information will be provided on this proposed project to
those firms who respond within the specified time period and meet the
minimum prequisite requirements, as determined by Westinghouse Bettis.
