Fackenthal Code 2131000B129-2, (908) 323-7423. The Naval Air Warfare
Center Aircraft Division Lakehurst is seeking potential sources,
industry comments, and product information for the acquisition of a 0
to 80 kilowatts AC resistive load bank. The load bank develops an
electrical load, applies the load to an AC generator and dissipates the
resultant power output. The load bank will be used on the A/E37T-26/26A
test cell with specific adapter assemblies to perform immediate level
testing of auxiliary power units (APU). An APU is a small turbine
engine that drives the aircraft generator and provide bleed air.
Current schedule for the APU's to be tested with this load bank is: APU
1) GTCP95-2/3; load setting 60Kw, 2) T-62T-11; load setting 10, 20
&45kw, 3) T-62T-27; load setting 17, 34 & 69kw, 4) GTCP36-201; load
setting 40kw, 5) T-62T-40-1, load setting 10 &20kw, 6) GTCP36-201C;
load setting 40kw, 7) GTCP36-150; load setting 20kw. Vendors are
invited to visit a test cell to learn more about the A/E37T-26/26A and
it's load bank interface requirements. Site visit should be arranged
with Mr. Ronald Chang (908) 323-4139 or Mr. Vincent Gioffre (908)
323-4245. No visit will be arranged after 28 February 1995. Load bank
at a minimum shall meet the following specifications: I) General
description and operating conditions: A) The load bank shall be
permanently mounted on an outdoor pad in close proximity to the T26
test facility. The operating temperature range shall be -20 to 120
degrees F minimum. The load bank shall interface with a remote indoor
control panel through two (2) electrical cables. The first cable shall
be 8 ft (min) in length and run from the control panel to the test
cell cab bulkhead. The second cable shall be 30 ft (min) in length and
run from the bulkhead to the load bank interface panel. Both cables
shall be properly shielded from electrical noise. Control panel at a
minimum shall include: 1) Power on/off switch, 2) Load range selection
capability between 0 and 80kw at 1kw discretion, 3) Blower on/off
indicator light, 4) Load dropout warning light, 5) Cannon plug type
connector (rear mounted) for electrical cable interface, 6) Remote
panel shall meet NEMA indoor enclosure standards with dimensions
suitable for installation into a 5.2 inch (max) vertical space of an
EIA standard 19 inch rack frame, 7) Controls shall operate from power
supplied by the load bank assembly., 8) Remote control front panel
color shall be commercial equivalent to MIL-STD 808 F-400, CS, Type 2.
B) Construction: 1) Resistive load element shall be corrosion
resistant. Element shall be forced air cooled with over temperature
protection. 2) Enclosure shall meet NEMA 3 or NEMA 4, weatherproof,
outdoor type construction, mounted on skids with fork lift provisions.
3) Overall weight shall not exceed 5 ft(W) x 5 ft(L) x 5 ft (H)
envelope. 4) Load bank unit shall be equipped with fixed louvers for
blower intake air and louvered doors for exhaust air. 5) Control
components and indicators mounted on the load bank shall be enclosed by
a lockable door with rubber gasket to protect from the weather. 6)
Electrical components shall be atandard replaceable items which meets
applicable underwriters laboratories standards. 7) All other components
shall be of high grade commercial standards. 8) Load bank exterior
color shall be commercial equivalent to FED-STD 595, color #19725
(white). C) Cooling system: 1) System cooling shall be adequately sized
to dissipate the maximum load continuously within maximum exhaust air
temperature. 2) Adequate caution/warnings for all hot surfaces and
venting areas shall be clearly displayed. 3) Blower motor assembly
shall be self contained with separate circuit breaker protection. Note:
It is desirous to have the control and blower circuitry powered from
the load bank (i.e incorporation of a step down transformer with load
bank power being acquired from the APU generator). D) Electrical
requirements: 1) Load bank shall at a minimum provide 208 volts line to
line, 400 Hz, 3 phase, 4 wire, wye connection capabilities. 2) Load
settings shall be balance with continuous duty cycle. 3) Load bank
shall be an AC resistive type with a power factor (pf) equal to 1. 4)
Load bank shall interface with connector MS25486H. II Documentation: A)
Commercial operating and maintenance manual shall be made available and
containa minimum: 1) Installation/interface instructions, 2)
description of operation and controls, 3) Complete wiring and schematic
diagram., 4) Recommended spare parts list, including vendor's part
numbers and sources. III Test Requirements: The Government may perform
a first article test (FAT) to ensure the load bank meets the
aforementioned specifications. It is the intent that corrective
measures for deficiencies uncovered during FAT will be incorporated
into the design prior to production. Inspection site and test procedure
shall be provided at a later date. Respondents are cautioned that a
formal solicitation may not necessarily result from this request. Any
comments you provide may or may not be included in the formal
solicitation. The Government will not pay for any information nor will
the Government compensate any respondent for any cost incurred in
developing the information for the Government. Response is requested
not later than 15 March 1995. Comments and/or information may be
