16 -- AH-1W NIGHT TARGETING SYSTEM - BUILD TO PRINT POC Contact, Steve Knight, Phone (703)604-1920 The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a competitive Request For Proposal (RFP) for the AH-1W Helicopter Night Targeting System (NTS) on or about the 22 February 1995. It is intended that the RFP will include FY 1995 requirements, with options for FY 1996, FY 1997 and FY 1998. The maximum quantity estimated to be procured under this contract is approximately 140 units, which includes USMC fleet and reserve requirements for FY 1995 through 1998 and possible Foreign Military Sales requirements for FY 1995 and FY 1996. The NTS is currently manufactured by TAMAM Precision Instruments Division of Israel Aircraft Industries, Yehud, Israel, and by Kollsman Division of Sequa Corporation, Nashua, New Hampshire. NAVAIRSYSCOM intends to compete this requirement as ''build-to-print'', except as noted below. Because the government possesses only limited data rights on certain components and subcomponents of the system, the data package to be released will contain both ''Source-'' and ''Spec-Control'' drawings. Prospective bidders will be expected to subcontract with the incumbent prime and/or subcontractors, or to propose their own solutions compatible with the source/spec control drawings and fully interchangeable with existing WRA's of the system. Prime contractors who have not previously produced the AH-1W NTS, as well as incumbent producers who have sustained a break in production following their last production deliveries, will be expected to complete First Article Testing prior to delivery of production systems under this contract. Initial delivery of production systems will be required 14 months after award of contract.
