449-6860, Ext. 603. This is a sources sought synopsis for small or
small disadvantaged businesses to provide communications-computer
systems engineering and technical assistance for Pacific Air Forces
(PACAF) Theater Battle Management (TBM) Command, Control, Computer,
Communications and Intelligence (C4I) systems at operational, proposed
and deployed-to sites in the Pacific Area of Operations. Services
required include, but may not be limited to, contractor/customer
interface at user and technical levels, systems engineering, systems
integration, systems interoperability studies, systems research, system
integration studies, system troubleshooting, fault isolation,
system/program analysis, system/program design/development,
configuration management, system testing, system evaluation, network
and system administration, database management, system
accreditation/certification, exercise support, training, preparation of
formal technical recommendations and presentations, and implementation
of corrective actions for Government and commercial-off-the-shelf
computer and telecommunications systems hardware, software and
firmware. Interested parties must have: (1) demonstrated the full range
of experience necessary to support and manage overseas operational
sites in the Pacific; (2) demonstrate the ability to provide on 1 Oct
95, adequate numbers of qualified technical personnel to meet the
mission requirements identified below in Hawaii (the Software Support
Facility) and at the Operational Sites (Guam, Alaska, Japan and Korea)
as well as at temporary duty locations; (3) current and expert
knowledge in the Contingency Theater Automated Planning System (CTAPS)
and its associated sub and communications systems and interfaces, the
Wing Command and Control System (WCCS) and its associated sub and
communications systems and interfaces, the Common Mapping System (CMS),
Mission Support System (MSS), Sentinal Byte (SB) and other Combat
Intelligence Systems and their associated communications systems and
interfaces; (4) currently possess, a TOP SECRET facility clearance and
adequate personnel cleared at SECRET (the minimum for all personnel)
and TOP SECRET/Special Compartmented Information (SCI) levels (required
at some of the operational sites); (5) current corporate experience in
supporting and maintaining large server based network systems; (6)
technical staff with hands-on experience in UNIX, ORACLE, SYBASE,
ASTERIX, PEARL, X-WINDOWS, Shell Programming (C and Borne), C Language,
MOTIF, CISCO ROUTERS, TASDAC ROUTERS; (7) comprehensive, in-depth
experience with Network Protocols, TCP Application Services, TELNET,
ROUTER and BRIDGING Technology, Communications Support Processors
(CSP), Message Security Filter technology, X.25 Packaged Switched
Services and AUTODIN; (8) comprehensive and expert experience in
Network Systems Administration; (9) current and in-depth experience
with the SUN SPARC 10/20 (or later) models of the SUN Computer System;
(10) staff with experience in verbal and written translation of
military and computer/telecommunications in the Hangul, Japanese and
Thai languages as a minimum. The Government would like to set aside
this requirement for small or small disadvantaged businesses if
qualified sources can be immediately identified. In the event no small
or small disadvantaged business is deemed qualified, the procurement
will be converted to full and open competition. The contract
performance period is anticipated to run from 1 Oct 95 through 30 Sep
96, with four option years. The Standard Industrial Classification
(SIC) Code is 7373. The small business size standard is $18 million.
Interested small or small disadvantaged businesses should submit a
statement identifying their business size along with a comprehensive
capability package which demonstrates their ability to meet the
requirements contained in this announcement. Replies are due within 15
days of this announcement. A Request for Propsal (RFP) is not
available at this time. However, for identification purposes, reference
