intends to issue a Request For Proposal (RFP) for contractor services
to provide dedicated, on-site, systems software services in support of
OPM's mainframe-based retirement, health and life insurance automated
functions. Information is being solicited hereby to determine if this
acquisition should be set-aside for participation by small businessess
only. We ask that companies review the OPM requirements set forth
below. The Standard Industrial Classification (SIC) code for the
proposed contract is 7379. To qualify as a small business under this
SIC code, your firm's maximum annual receipt amount cannot exceed
$12.5M. If you are a small business, and if you believe that your
company is qualified to perform this work, please provide the
information requested at the end of this announcement. The Government
will evaluate responses before making a final determination about
whether this procurement will be handled on an unrestricted basis. This
is not an RFP, and no RFP is currently available. This acquisition will
be synopsized again prior to the issuance of an RFP. A response to this
sysnosis is not a prerequisite to being placed on the final source
list. OPM seeks contractor services to maintain: MVS/ESA operating
systems on IBM-compatible mainframes; an enterprise SNA
telecomunications network connecting these mainframes with LANs and
over 1,000 host-attached devices; MVS/ESA/CICS transaction processing
systems that handle over 250,000 production transactions per day; and
an MVS ADABAS data base management system. This service must be
provided during a 12.5 hour Principal Period of Service (PPS), Mondays
through Fridays at the OPM headquarters located in Washington, DC, and
be staffed by 8 to 16 individuals who would ensure competent
performance in these services and ensure maximum system and network
uptime and availability during the PPS. Companies who elect to respond
to this synopsis should prepare their reponse to be as comprehensive,
complete, factual and relevant as possible to provide a basis for
sound evaluation by the Government. This response should include, but
not be limited to, describing your organization and capabilities to
provide this support, description of your firm's performance on recent
contracts with similar capabilities to execute the proposed work.
Additionally, provide the names, addresses and phone numbers of at
least two references and describe your management and staffing
approach. This Request for Information (RFI) will close 15 days after
