Admnistrative Suport Center, National Oceanographic and Atmospheric
Center, Seattle, WA., is currently seeking the services of
architect/engineer firms to: provide contract management services;
develop specifications and drawings; conduct site surveys and
inventories; take field samples; analyze and interpret data; and
prepare environmental documents and permits, environmental compliance
assessments, engineering operation studies, risk assessments, and
planning studies. Much of the work will be performed in the Pribilof
Islands, Alaska. The remainder will be performed in other Alaskan
locations. Multiple indefinite quantity contracts, with a combined
ceiling price of $9,000,000, are contemplated. No single delivery order
will exceed $1,000,000. The period of performance will be three years.
This procurement is 100% set aside for small business concerns. The
selection criteria are as follows: 1) Past performance on contracts
with Government agencies and private industry in terms of cost control,
quality of work, and performance schedules. 2) Recent specialized
experience in providing technical, management, and administrative
support for environmental clean-up projects. 3) Ability to provide
sufficient qualified personnel, in the appropriate disciplines, on
short notice after receipt of a delivery order. Discuss other
commitments of the firm, and staffing plan, if appropriate. 4)
Professional qualifications of the staff relative to the work discussed
herein. Emphasis should be on personnel regarded as key, including the
individuals who will be technically and administratively responsible.
5) Ability to work in remote locations. If local resources, both
personnel and equipment, are generally employed, discuss. 6) Location
of the firm, or a branch of the firm, in Alaska. Firms desiring to
respond must submit one copy of an SF 254 and an SF 255 to be received
in this office no later than 2:00 p.m. on the date specified above.
Submittals received after this date will not be considered. Firms may
also submit, by the specified date, other information indicating why
they are especially qualified. Firms applying with multiple offices
should differentiate between the responding office and branch offices
with regard to all evaluation criteria. Information submitted should
not exceed 25 pages. Firms that develop specifications or statements of
work for specific projects will not be eligible to provide the suplies
