Standards and Technology (NIST) has a requirement for the development
of a framework for unreinforced masonry building (URM) rehabilitation
guidelines for enhanced performance. The purpose is to limit damages
beyond that achieved by commonly used standards. There shall be two
types of deliverables: a written report of not less than 100 pages and
electronic and/or printed copies of the database(s) for URM
performance data. The report shall encompass five tasks: Analysis of
performance of retrofitted buildings; Determination of applicability
nationwide; Design guidelines for techniques to enhance performance of
URM walls; Benefit-cost studies and; Development of a framework for
establishing design guidelines for enhanced performance on the basis of
the results from the previous tasks.--Performance and receipt of
deliverables shall be accomplished on or before September 30, 1995--FOB
