National Computer Board (Ncb), on behalf of the National Science and
technology Board (nstb), is inviting vendors to respond to the request
for information on the design, Development, implementation and
maintenance of the Science and technology information network (Satin)
the objective of Satin is to establish an electronic information
infrastructure to facilitate the dissemination of Science and
technology related information to the R and D community in Singapore in
the long term, Singapore intends to implement a ''network of borderless
libraries'' to link all types of local and overseas libraries and
information service providers Satin is expected to evolve into this
National network the scope of Satin encompasses the following areas a
hardware, software and network infrastructure; B accessibility to
information services and contents provided by libraries, Commercial and
non-Commercial informtion providers, and those available through
networks such as the internet; C network management (E.G., access
control and security, accounting, centralised charging mechanism and
billing); D network operations. The request for information is issued
with the following objectives a identify vendors with the necessary
expertise and technologies to design, develop, implement and maintain
the whole or part of Satin for Singapore; B identify a Team of vendors,
preferably with local participation, to jointly design, develop,
implement, and maintain Satin, C identify potential content providers
in the area of Science and technology information services
demonstrations of the functions of the integrated network and/or
stand-alone functions, if available, must be clearly stated in the
proposals vendors May be requested to conduct demonstrations of their
available systems for evaluation purposes interested vendors should

establish and fund research institutes, develop R and D manpower and
the supporting infrastructure for R and D activities, undertake joint
s and T programs with international organizations and other countries,
and promote Public awareness and recognition of the importance of s
