of Beryllium-Aluminum Alloys, BROAD AGENCY ANNOUNCEMENT (BAA)
N62269-95-BAA-001. This BAA announcement is to solicit technical/cost
proposals in the area of developments which will significantly increase
the utilization of Beryllium-Aluminum alloys in commercial and/or
defense systems (dual use). Responses are required to be submitted in
accordance with the guidelines set forth herein. The selection of one
or more sources for contract award will be based on an evaluation of
the proposal to determine the relative merit of the proposed program.
This goal may be accomplished by selecting and demonstrating the
suitability, producability and future application potential for alloys
containing from 20 to 70 weight % Beryllium with the balance
principally Aluminum. Vertically and/or horizontally integrated
collaborative efforts or teaming arrangements among original equipment
manufacturers, component suppliers and material suppliers are
acceptable. An integrated product development approach is strongly
encouraged. The linkage between materials suppliers, component
developers and end users will ensure a smooth and efficient technology
transfer. Substantive cost sharing will increase the attractiveness of
proposals. Selected components may be produced by any of the following
methods: (1) Melting plus atomization to fine powder followed by
consolidation plus mechanical working and final fabrication (2) Melting
plus casting followed by mechanical working and final fabrication (3)
Melting plus casting to final product form (4) Semi-solid processing to
final form. Those joining processes necessary to produce the
component(s) selected should be included as an integral part of the
proposed program. During the development program, the offeror shall
produce sufficient performance and property data on the component(s)
under development to demonstrate its/their suitability for the
application intended and produce sufficient quantities of the
components to establish a cost model to determine the economic
viablility of the potential market insertion. This announcement will be
open for six months after publication date. Proposals will be accepted
any time during this period. Early submittal of proposals is
encouraged in order to provide sufficient time to complete the
procurement process in FY 95. Proposals submitted may be evaluated as
they are received or they may be collected and reviewed periodically.
It should be noted that time is of the essence in this program so work
proposed shall be accomplished mainly with the use of existing
facilities. Since airborne particles of Beryllium and Beryllium
containing alloys are toxic and certain operations must be carefully
controlled and adequately monitored, proposing organizations must also
have existing facilities for handling such alloys. Proposals will be
evaluated based on the following criteria: (1) Demonstrated technical
and scientific merit of the proposed program (2) Impact of the
successful development on the broad utilization of Beryllium-Aluminum
alloys (3) Commitment, business plans and capability to accomplish
insertion of the technology into the market (4) Personnel, facilities
and data (5) Proposed cost adjustment for realism, and cost share
commitment, if any. The merit of the proposal will be evaluated in
relation to the proposed cost and availability of funds. Proposals
submitted shall be limited to approximately 30 pages and should consist
of a clear statement of objectives, a technical section, a biographical
section describing key performers and a cost section. The technical
section should include, but is not limited to, background experience,
application concepts, evaluation methodology and expected contribution
of the program to the stated overall goal of the BAA. The technical
section should also include a statement of work and milestones. Details
of cost sharing, if any, to be undertaken by the offeror should be
included in the proposal. The cost of preparation for the response to
this BAA is not an allowable direct charge to the resulting contract or
any other contract. The Naval Air Warfare Center, Aircraft
Division-Warminster, Aerospace Materials Division (code 4.3.4) has
technical cognizance and responsibility for the areas of interest

only contracting officers are legally authorized to commit the
Government. For planning purposes, the period of performance is
estimated to be two years at a level of effort of 2-10 man-years.
