The U.S. Army Research Laboratory intends to solicit contractors for on site electronic warfare (EW) signature measurement support services. The required support entails the determination and implementation of optimum techniques for field and laboratory ultlraviolet/infrared (UV/ir) signature measurements, equipment maintenance, repair, reconfiguration, improvement, software maintenance, and data reduction. The tests performed include both static and dynamic measurements generally conducted in a controlled field environment. The targets may include, but are not limited to, UV/ir signatures such as aircraft, missiles, land vehicles, and countermeasure devices (flares, ir jammers). The signaures of the devices to be measured covers the spectrum from the UV through the far ir, 200 nm - 18 um. The types of measurements include the use of spectral, radiometric, and imaging techniques. All effort will be assigned via task orders. The proposed contract is expected to be a small business set-aside, cost-plus-fixed-fee, term type contract. The period of performance is for a five-year basic contract. Those small business firms that responded to the Sources Sought Synopsis need not respond again.
