USAID/Zimbabwe, through its Regional Contracting Office in Mbabane, Swaziland, plans to issue a solicitation for technical assistance under the Natural Resources Management Project, for an approximate 4 year period, to obtain a contractor to act as a financial/managerial intermediary between USAID and those implementing partners which require grant management assistance. Objectives of the contract are to (1) negotiate, execute, manage and administer grants to the CAMPFIRE Association and its Rural District Council members, as well as those members of the CAMPFIRE Collaborative Group (CCG) which require such assistance; and, (2) build the general management and administrative capacities of the cited organizations, through in-service training programs, (3) ensure program sustainability beyond the life of the contract. Contract will be a performance-base cost reimbursable contract. Fixed and incentive or award fees may be negotiated. Approximate level of effort is 162 person months in the areas of project management, finiancial management, and commodity/contract management. Funding for this assistance is under the Development Fund for Africa and as such mandates that the RFP specify a 10 percent goal for subcontracting with Gray Amendment organizations. Period of performance is estimated at July 1, 1995 through August 18, 1999. All requests for an RFP should be via fax. RFP should be available on or about February 17, 1995.
