ENGAGEMENT SYSTEM II POC Barbara Ladd, Contracting Officer,
407/380-4099 Training Device. The U.S. Army Simulation, Training, and
Instrumentation Command (STRICOM) has a requirement for support to
accomplish the integration, demonstration, testing, and fielding of the
Simulated Area Weapons Effect/Multiple Laser Engagement System II
(SAWE/MILES II) and to provide technical support to Sierra Research and
the Government at the Combat Training Centers (CTCs) in support of
ASET-IV. This time and material effort is to be procured from the
SAWE/MILES II development contractor, Loral Systems Company, 300 North
Halstead Street, Pasadena, CA 91109. Efforts shall include continuing
support to ensure proper integration through Interface Control
Documents (ICDs); maintain SAWE/MILES II Player Detection Devices and
Vehicle Detection Devices modified to be compatible with fielded
equipment; provide technical expertise and support regarding systems
integration efforts at the 3 CTCs during planning, installation,
checkout, and testing of instrumentation systems. The effort shall also
include taking the MICOM developed ASET-IV Government provided vehicles
and integrate them with a SAWE/MILES II capability, installing MILES II
VDD consoles, developing MILES II belts, and modifying SAWE/MILES II
software to be compatible with the vehicles that are simulated by
ASET-IV. Form and fit functions shall also be performed at the Sierra
Research facility, and CTCs. Required period of performance is February
1995 through March 1996. Loral Systems Company is the only source for
the SAWE/MILES II system, and therefore the only source capable of
performing the integration effort. The Government does not have the
descriptive documentation to convey the engineering performance
characteristics or physical configuration of the integrated
ASET-IV/SAWE/MILES II system. No technical data/drawings are available.
Authority and Justification is Federal Acquisition Regulation (FAR)
6.302-1, only one responsible source. As the designer, developer, and
manufacturer of the SAWE/MILES II system, Loral Systems Company is the
only source which possesses the necessary data, current design, and
expertise to perform the CTC/ASET-IV/SAWE/MILES II integration effort.
Respondents to this notice should submit within 15 days after
publication in the CBD a statement of capability to determine their
