Phoenix, (513) 255-1180. The Mid Life Update (MLU) program modifies
F-16 aircraft of the European Air Forces (EPAF), which include Belgium,
Denmark, Netherlands and Norway. The MLU modification will install a
TEAC V-83 triple deck 8mm recorder into their aircraft to record heads
up display (HUD), left and right multifunction displays. The EPAF are
interested in procuring playback systems that will allow simultaneous
reviewing of two- and four-aircraft training missions (up to twelve
tapes). They want commercially available off the shelf equipment that
can be assembled or configured to meet their requirements (see below).
Their squadron space is very limited, in addition to the ''full''
system described below, they want to procure a ''partial'' system which
has been scaled down to one half or one third the full size capability,
i.e. to handle six or four tapes. a. Full compatibility with tapes
recorded on the TEAC V-83ABF in NTSC format. b. All 12 tapes remain
synchronized. c. Display up to 8 tapes simultaneously, i.e. although
all 12 tapes remain synchronized, only 8 tapes will be displayed at a
time. d. Ability to chose and change which of the tapes is displayed.
e. Playback at approximately 30 frames/sec. f. Pause/Still frame
display. g. Motion scan in forward and reverse (jog/shuttle). h. Frame
by frame advance in forward and reverse (frame by frame advance does
not require all tapes to be synchronized. It is for reviewing one
specific tape only). i. Time and frame counter display. j. Dual power
source (110V and 220V) and dual frequency (50Hz and 60 Hz) capability.
k. High resolution playback capability. l. Remote control. Desires
(not firm requirements) a. Ability to display one tape at full monitor
size. b. Ability to copy from 8mm NTSC format to VHS sized PAL format.
The response must made be in writing. Contractor visits are highly
discouraged. Phone calls to (513) 255-1180 will be accepted only on
February 1-3 from 10:00-16:00 EST. We do not expect to hold a
conference and do not expect a formal solicitation will follow.
Responses will be limited to 50 pages (8 1/2 by 11 inch). Nine (9)
copies are required. We do not want any development being done by
vendors, recurring costs only. If they cannot meet the requirement with
existing equipment, responses will specify what they need to do and
accompany this with a rough order of magnitude cost and schedule
estimate. Responses must address how portable the system will be for
deployment purposes. Responses must make some distinction between
''full'' and ''partial'' capability responses. All responses will be
sent to: ASC/YPZ, Building 12, 1981 Monahan Way, Wright-Patterson AFB
OH 45433-7205 by 3 March 1995. The United States Air Force (USAF) will
not evaluate the responses. USAF representatives will not advocate any
one response over another. All responses will be provided to EPAF
representatives for their use. Approximately 10 ''full'' and 40
''partial'' playback systems are expected to be procured by the EPAF
starting in mid 1996 through mid 1998. Several other customers of the
TEAC V-83ABF exist and may also have an interest in the system. THE
GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT On THE BASIS OF THIS
