Coley/Lmke/(801)777-6078 The following information is provided to do a
market survey of industry to determine the existence of potential
contractors, in addition to Textron Defense Systems, with the skills
and knowledge required to complete this effort. This acquisition is for
sustaining engineering in support of the Peacekeeper Reentry System
(RS) and MK 21 Reentry Vehicle (RV) for the Silo-Based Intercontinental
Ballistic Missile (SBICBM) weapon system program office, Ogden Air
Logistics Center (OO-ALC). This effort is to maintain critical RS/RV
industrial skills to support nuclear weapon deployment and sustainment
capabilities. The government is in the process of preparing a
Justification and Approval document to gain the required approval to
issue a sole source Request for Proposal (RFP) to Textron. This effort
will include engineering support for SBICBM weapon systems to include
the following expertise/capabilities: 1) Maintain the aging
surveillance program in accordance with the approved Operational A/S
Program Plan; 2) Provide field and depot support for RX problem
identification and resolution; 3) Maintain and support all depot
support equipment to include any problem identification and resolution;
4) Prepare Service Life Estimates (SLE) inputs and accomplish
effectiveness assessment for RS; and 5) Provide the
technical/engineering assistance in support of any SPACECOM request
involving a weapon system mishap. Potential offerors will be required
to provide data and information to determine the service life of the PK
RS; a nucleus of experienced personnel will be required to support
operational flight, surveillance testing, performance analyses,
reliability assessment, and investigation of any operational or depot
problems which may be encountered. Subject to the Government's
consideration, a viable source, which is not already qualified, will
need to substantiate that they have (1) the necessary knowledge and
understanding of the requirements; (2) facilities and employees with
satisfactory qualifications; and appropriate management, and
engineering experience with the SBICBM and/or similar SBICBM programs
to be able to conduct the Engineering/Technical requirements without
technical, schedule, or cost risk. Textron is the only currently
qualified source for the Engineering/Technical Services identified
hereunder. Management, engineering, and technical personnel should have
experience on SBICBM and/or similar programs. The proposed contract
action is for supplies and services for which the Government intends to
solicit and negotiate with only one, or a limited number of sources
under the authority of FAR 6.302. Potential offeror's may identify
their interest and capability to respond to the requirement. Potential
offerors should submit their interest with in 10 days after
publication of this notice to OO-ALC/LMKE, 6014 Dogwood Ave, Hill Air
Force Base, UT 84056-5816, Attn: Nancy Coley, Contracting Officer.
