seeking to prequalify firms for the operation and management of the
Critical Parts Center (CPC) and the Indianapolis Repair Facility (IRF)
located in Indianapolis, Indiana. Firms that are capable of managing
and operating the CPC/IRF are invited to request a prequalification
package and schedule an oral presentation to demonstrate their
qualifications to a Postal Service Prequalification Review Board. After
the presentations, the Postal Service will determine which firms are
qualified and eligible to receive the Request for Proposal (RFP). To be
qualified, a firm must demonstrate a minimum of five (5) years
experience in operating and managing a depot level repair operation,
which includes, but is not limited to repairing printed circuit boards,
electrical and electronic assemblies, and electro-mechanical assemblies
and mechanical assemblies to the component level. Demonstrated repair
experience must include surface mount technology (SMT) repairs, Quality
Assurance according to MIL-I-45208 and MIL-Q-9858, and electrostatic
discharge control according to MIL-STD-1686. To be qualified, a firm
must demonstrate its ability to provide a full service fulfillment
warehouse to include receiving, order filling, inventory control,
inventory accountability, information systems, database management,
communications and network expertise. A firm must demonstrate its
understanding of a repairable parts management program, especially a
one-for-one repair parts exchange program. A firm must also demonstrate
its ability to manage a rapid response, premium service distribution
operation. To be qualified, a firm must have a minimum of three (3)
years experience monitoring support contracts such as maintenance
service or equipment leasing contracts. A firm must demonstrate its
experience and understanding in the preparation and monitoring of
capital and expense budgets, the provision of engineering support, the
maintenance of a piece parts stockroom, and the management and control
of stockroom inventory. To be qualified a firm most demonstrate its
ability to interface and work cooperatively with other organizations.
Under this proposed contract, the contractor will be required to
interface with the Postal Service Eagle network (Express Mail) in
Indianapolis, IN, Postal Service Maintenance Technical Support Center
in Norman, OK, Postal Service Inventory Management organization in
Topeka, KS and Postal Service Materiel Distribution in Washington, DC.
Firms interested in applying for prequalification must request a
prequalification package no later than February 15, 1995.

of Mr. Bill Blazinski. Presolicitation packages, containing the
complete statement of work, will be mailed on February 16, 1995 to all
firms that have responded to this announcement. After receipt and
review of the prequalification package, those firms still interested in
applying for prequalifcation must schedule their oral presentation.
Oral presentations are limited to no more than 2 hours and can be
scheduled by mail or FAX. See the above mailing address and FAX number.
Interested firms will have until March 3, 1995 to schedule their
presentations. Prequalification presentations are tentatively scheduled
for the week of March 13-17, 1995. Interested firms are reminded that
only those firms that the Postal Service Prequalification Review Board
has determined to be prequalified will be issued an RFP and considered
eligible for contract award. The award of the Critical Parts Center
(full service fulfillment warehouse operation) portion of this
requirements is contingent upon the results of a Postal Service
in-house comparative analysis. Additionally, the complete requirement
is subject to normal Postal Service required management approvals. The
