The U.S. Army Corps of Engineers, Pittsburgh District is interested in procuring approximately forty-six (46) data logging systems consisting of the following equipment: Data Logger, Data Card for Logger, Stand Alone Generator or Incremental Shaft Encoder, Direct Link Modem, Dial-Up Modem, Digital Display with Power and Console, Battery, Battery Charger, Master Power Surge, Telephone Line Surge, and a Mechanical Clock Type Strip Chart Recorder. The system must allow reservoir pool elevations, outflow or navigation river stage data to be transmitted to each Project Office location and the District Office. The system must be compatible with both Handar and Synergetics' data collection platforms. The system must also be compatible with the existing Leupold and Stevens gage operating systems in the Pittsburgh District. This procurement will utilize a Two-Step Sealed Bid procedure. All technical proposals will be evaluated based upon the technical criteria contained in the Request for Technical Proposal and compatibility with existing systems. An on-site demonstation will be required. Only those technical proposals categorized as acceptable, under Step One of the process, will be issued a formal Invitation for Bid in order to be considered for award.
