to award a sole source Firm Fixed-Price contract to VisiCom
Laboratories, Inc., for a total of eight (8) ON-143(V)6
Officer-In-Tactical Command Information Exchange Subsystem (OTCIXS)
Emulators. These emulators will use off-the-shelf Versa Module Eurocard
(VME) module hardware and a commercial VME Chassis. Each system must
consist of ON-143(V)6 Intelligence/Communications Control Processor
(ICCP), commercial 7-slot VME Chassis, and Ethernet transceivers with
cables. This system must provide two channels of communications in any
one of the following configurations: One OTCIXS, One Tactical Digital
Information Exchange Subsystem (TADIXS) A; Two OTCIXS; or Two TADIXS
A. The ON-143(V)6 OTCIXS Emulators must meet the following
requirements: Emulators must be compatible with HP UX 9.0.1 and
subsequent versions. Emulators must be compatible with Unified Build
(UB) 2.0.10.6 and future versions and must be consistent with and run
as an application under the future Joint Maritime Communications
Information System (JMCIS) software releases. Emulators must support X
Windows System and Motif. Emulators must have a Graphical User
Interface (GUI) that uses the guidelines of the Government
Off-The-Shelf (GOTS) Software GOTS 1.0 Proposed NTCS Style Guide and
Toolkit Specification, NTCS 072090-4. The GUI must employ the
Communication Support System (CSS) Standard Communications Environment
(SCE) software to provide configuration definition, system
initialization services, and support utilities. The Emulators must
support Ethernet interface to workstations. The Emulators must support
up to eight (8) channels for MIL-STD-188C and RS-232C communications
provided by a single-slot, SISC Serial Input/Output Controller (SIOC).
The Emulators must interface with a KG-84A. The Emulators must be
mountable on a 19'' rack and be configured for military power. The
Emulators must have the same form, fit, and function as existing
VME-Based ON-143(V)6 Interconnecting Group Controller (VICG) used on U.
S. Coast Guard 210' and 270' WMEC Cutters and 378' WHEC Cutters. This
is necessary to minimize training and maintenance costs as well as to
allow the use of current support parts, equipment, and resources. In
addition to the aforementioned specifications, the Coast Guard requires
delivery of the Emulators to the Coast Guard Yard in Baltimore, MD one
week in advance of installation date for the cutter Munro and one
month in advance of installation date for all other cutters. The
installation schedule is as follows: Coast Guard Cutter (CGC) Munro -
5 June 1995, CGC Morgenthau - 7 August 1995, CGC Sherman - 4 November
1995, CGC Dallas - 8 January 1996, CGC Hamilton - 3 June 1996. In
addition to the above 5 units, the Coast Guard requires three (3) units
delivered to COMDAC Support Facility in Portsmouth, VA by 4 November
1995. The intended period of performance for the proposed contract will
be from date of award through 3 June 1996. All responsible sources may
respond to this synopsis and shall be considered by the Coast Guard.
This contractual action is expected to be executed using ''Other Than
Full and Open Competition'', as defined by FAR 6.302-1. This
requirement may be pursued on a sole source basis if the Coast Guard
determines that only one source is capable of satisfying the
requirements listed above. All correspondence shall reference the
solicitation number DTCG23-95-R-TAC011 and include the responding
firm's name, address, contact point, and telephone number. This Notice
is for informational purposes for Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
