The Air Force is planning to acquire a Space-based Infrared System (SBIRS) to replace the current Defense Support Program and related systems. Industry is invited to participate in a SBIRS Requirements Conference where information on the SBIRS operational requirements and operational concepts will be provided by the Government. To meet this objective, the following topics will be presented: (a) History, genesis, and definition of SBIRS operational requirements, including the four mission areas of missile warning, missile defense, technical intelligence, and battlespace characterization (b) Description and explanation of key parameters recently reviewed by the Air Force Requirements Oversight Council (AFROC) and validated by the Joint Requirements Oversight Council (JROC) in the SBIRS Capstone Requirements Document (CRD) (c) Description and explanation of most performance parameters proposed for the System Operational Requirements Document (ORD) currently being coordinated by Air Force Space Command staff. This description will include associated top-level operations rationale associated with many of the specific requirements. This System ORD will become the operative requirements document for Pre-EMD (d) Description and explanation of a notional objective SBIRS operational concept Air Force Space Command will employ when operating this objective system as well as any interim systems (e) Description and rationale for the DSP consolidation effort which will be accomplished under the auspices of the SBIRS acquisition and must be completed by FY 99. The requirements conference will be held on Tuesday, 07 February 1995, in Building 1, Peterson Air Force Space Command, Colorado, in the auditorium. Check-in for the conference will begin at 0800 MST in the lobby. The conference is expected to start promptly at 0845 MST. Expected conference duration is 3- 6 hours. The presentations will be classified SECRET/NOFORN. Note taking will be permitted; however, notes will only be taken on numbered notepads which will be provided to each attendee. The notepads are accountable and will be collected at the end of the conference. A classified package consisting of a hardcopy of the presentation and the notepad will be prepared for each company attending the conference. If multiple representatives from one company should attend, their notepads will be sent in a single package. These packages will be mailed within two workdays after the conference is over. A copy of the presentations will also be made available in the SMC/MT Bidders-Library.
