COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 1,1995 PSA#1274Commander, Naval Air Systems Command, Code AIR-21625., Washington, DC
20361-2160 16 -- MULTIMODE RADAR SYSTEM, AIR-TO-AIR & AIR-TO-GROUND POC Contact,
Philip Plotkin, Phone (703)604-2968 The Naval Air Systems Command
seeks information on the availability of Military and Commercial
Off-the-Shelf (OTS) radar systems, or a radar system with minor
modification(s) that will meet the following minimum requirements:
Air-to-Air, (a) Pulse Search and Track, (b) Pulse Doppler all-aspect
look-up and look-down search and track in clutter, (c) Range While
Search (30 NM cumulative R90 co-altitude detection range against a 2
sqm target), (d) Single Target Track (85% of Range While Search
detection range), (e) Air Combat Maneuvering (i.e., out to 10 nm auto
acquisition with slewable window), (f) Weather Avoidance to allow the
pilot to circumvent adverse weather (i.e., thunderstorms);
Air-to-Ground, (a) Full performance up to +/- 60 degrees about the
aircraft ADL, (b) Maps out to 80 nm, (c) Real Beam Ground Map with a
beamwidth not greater than 3.5 degrees (e.g., azimuth resolution), (d)
Range resolution of 200 ft for lower range scales; General, (a) MTBF
not less than 100 hours, (b) Weight, volume and cooling compatible with
business jet aircraft, (c) Nose mounted configuration, (d) interface
with multifunction display(s), hand control unit and strap down
inertial navigation system with an imbedded global positioning system.
System configurations which are fairly self contained (with the
exception of an inertial, controls and displays) with minimal external
avionic interfaces are of interest. Those systems which rely on
significant external avionics support (e.g., mission computer) need to
identify the extent of reliance neccessary. Identify modifications, if
required, for off-the-shelf radar systems. Identify installation
requirements (e.g., power, cooling, mounting). The following
information is requested for those radar systems meeting the above
listed requirements: (a) What is production status?; (b) MTBF, Weight,
Volume, Prime Power & Cooling per system and component; (c) Latest
software version, detailed mode and installed system performance (e.g.,
detection and track ranges, coverages & limits, receiver dynamic range,
sidelobes); (d) List users (i.e., DoD, Commercial, FMS), past/current
platforms; (e) System nomenclature; (f) Nomenclature per component
(including where appropriate, manufacturer, model, part number,
national stock number); (g) Interface control information which
describes the integration of the components and necessary supporting
avionics and multiplex data network to a sufficient level to identify
system integration complexity; (h) Radar system specification; (i) Is
radar system FAA certified?; (j) Response should include technical
capabilities publications applicable to the identified radars
(including brochures, catalogues, pictures, design and performance
data). Indicate all proprietary information. Prospective sources are
requested to submit their response within thirty days of publication of
this notice to Commander, Naval Air Systems Command (Code AIR-2.5.1.2),
