Participation in the programs is open to all categories of organizations, both domestic and foreign: industry, educational institutions, nonprofit organizations, NASA centers, and other government agencies. Proposals may be submitted at any time before May 16, 1995. Copies of the NRA and appendices will be available after February 16, 1995, from the National Space Science Data Center (NSSDC) at the Goddard Space Flight Center via ANONYMOUS FTP retrieval over the Internet ftp.nssdca.gsfc.nasa.gov in directory ''hq-nras.patm''. Instructions for accessing the files are contained in the home directory under the name of ''README''. Hard copies of the NRA and appendices will be available after February 16, 1995, to individuals who do not have access to FTP. They may be obtained from Dr. Jay T.
