Correction: This action originally published in the CBD dated 10/18/94, and revised on 12/27/94, is revised to reflect a new projected release date for the DRAFT copy of Request for Proposal (RFP) 1-39-GMG-1051, a change in the opening date for the bidders' library, and a Center decision to move to 100% performance-based contracting for the BAMIS effort. The Center plans to release DRAFT copies of the RFP O/A February 28, 1995, for industry comments/suggestions. The bidders' library will be established for prospective offerors beginning March 6, 1995, and will remain open through the proposal due date. The place, hours, and other pertinent information will be included in the DRAFT RFP. The FINAL version of the RFP will be released approximately 30 days later, with a proposal due date 45 days later. A pre-proposal conference will be conducted at the LaRC, the date, time, and place to be specified in the FINAL version of the RFP. It is anticipated that 100% of the work under the this contract will be accomplished under ''completion'' form of contract as defined in paragraph 16.306 (d)(1) and (2) of the FAR, and will be ''performance-based'' with the contractor performing and being evaluated against specific performance standards/metrics. Each offeror will be responsible for proposing the staffing required to achieve optimal contract performance, no Government estimated staffing or level-of-effort will be specified in the RFP. Government direction will be limited to that prescribed in NASA FAR Supplement Clause 18-52.242-70, Technical Direction, dated September 30, 1993. Reminder: The proposed contract is a 100% small business set-aside and will include an 8% small disadvantaged business goal. The SIC Code for the procurement is 7376 and the small business size standard is $18.0M in average annual receipts for the previous three years.
