Contracting Officer, 919-541-3564. EPA requires contractor support in
establishing and staffing a dedicated Environmental Services Assistance
Team (ESAT) in each of EPA's ten regions to perform work in the
following task areas: Task I - Analytical Support, Task II - Data
Review, Task III - Logistical and Administrative Support, Task IV -
Quality Assurance/Quality Control Support, Task V - Other Tasks-Related
Activities, and Task VI - Management and Reporting. The Analytical
Support task includes analysis of organic chemicals, inorganic
chemicals, hazardous waste characteristic testing, field analysis, and
other miscellandous analytical support functions, i.e. shipping QA/QC
samples, cleaning glassware, etc. The contractor must perform the
hazardous waste characteristic testing employing acquatic toxicity,
bioaccumulation, seed germination, microbial tests and other biological
tests. The contractor shall conduct biological sampling and perform
biological assessments, e.g., biodiversity studies, bioaccumulatioan
studies, biological toxicity testing, specimen examination and
biological and ecological risk assessments. Data Review tasks will
include review of organics, inorganics, dioxin, and other analytical
data to assess data quality and completeness. This review may require
use of Computer Aided Data Review and Evaluation (CADRE) or other
automated data review systems. Logistical and Administratiave Support
shall be provided to field, analytical, and QA and Regional Sample
Control Center activities as follows: scientific peer review, maintain
databases, acquire and track sample analysis projections, etc. QA/QC
Support includes such activities as preparing QA project and/or
sampling and analysis plans, prepare and/or review ecological risk
assessments, biodiversity assessments, etc. To accomplish this effort,
EPA anticipates the issuance of one solicitation with the award of
four contracts, one to support Region 7, one to support Region 4, one
to support an eastern zone (Regions 1, 2, 3, and 5), and one to support
the western zone (Regions 6, 8, 9, and 10). The Region 4 award is a
total small-business set-aside. The applicable SIC Code No. is 8744
which has a size standard of 500 employees. The work will be performed
in various EPA provided laboratory facilities in each of the regions.
The contractor will be required to furnish office space within
commuting distance of the laboratory. Locations of lab facilities are
as follows: Region 4, Athens, GA; Region 7, Kansas City, KS; Region 1,
Lexington, MA, Region 2, Edison, NJ; Region 3, Annapolis, MD; Region
5, Chicago, IL; Region 6, Houston, TX; Region 8, Lakewood, CO; Region
9, Richmond, CA; and Region 10, Port Orchard, WA. EPA anticipates the
award of cost-plus fixed fee (Regions 4 and 7) and cost-plus-award fee
(eastern and western zones) level of effort type contracts for a base
period and four option periods as follows: Region 4 - basic quantity
of 45,600 hours for each period with option quantities of 1,900 for the
Base Period; 7,600 for Option Period I; 17,100 for Option Period II;
24,700 for Option Period III, and 24,700 for Option Period IV. Region
7 - basic quantity of 43,700 for each period with option quantities of
19,000 for the Base Period; 26,600 for Option II, 38,000 for Option
Period III, and 43,700 for Option Period IV. Eastern Zone - Basic
Quantity of 180,500 hours for each period with option quantities of
39,900 for the Base Period; 60,800 for Option Period I; 74,100 for
Option Period II; 79,800 for Option Period III, and 81,700 for Option
Period IV. Western Zone - Basic Quantity of for each period with option
quantities of 192,000 hours for the Base Period; 159,500 for Option
Period I; 191,800 for Option Period II; 229,800 for Option Period III;
and 243,100 for Option Period IV. RFP will be issued approximately
3/1/95. Proposals will be due approximately forty (40) days after the
RFP issuance date. A separate preproposal conference will be held at
Athens, GA for the Region 4 small business set-aside. A preproposal
conference for the Region 7, eastern and western zones will be held at
Research Triangle Park, NC. Interested parties may obtain a copy of
the solicitation by submitting a written request. No telephone or faxed
requests will be honored. Include five self-addressed mailing labels
with your request. Only one copy shall be issued to a corporate entity,
regardless of the number of requests from one or more different
geographic locations. A copy of the preliminary source list will be
mailed with the solicitation. A separate request is not required.
