Open 1) Construction Title first-phase Public works at hatogaya site on saitama Rapid Transit line; 2) site 5- 1-chisaki minami to 1003-chisaki tsuji, hatogaya-Shi, saitama-ken; 3) summary Construction of an urban Transit tunnel of 9 50 meters outer diameter and 1,423 766 meters length by the slurry-pressure shield tunneling method; 4) Construction period 51 months; 5) main Materials to be used estimated volume of Construction 1,416 meters of lining plates; 6) deadline for submission of application forms/related documents for qualification screening feb. 6, 1995; 7) contact for tender no: administration Division, constructiondepartment, telto Rapid Transit Authority, 3-19-6 Higashi-Ueno, Taito-Ku, Tokyo 110 qualifications for tender participants consortia comprised of two or three firms that meet the following criteria and that have been pre-qualified for bidding on this project by the Director of the Construction Department 1) firms that are solvent; 2) firms that have been rehabilitated from bankruptcy; 3) firms qualified for Construction works under article 3 of the Construction business law; 4) firms that are sound in their business operations; 5) firms that have not perpetrated any of the following Acts in the past two years from the deadline for qualification screening a) intentionally carried out poor work or unfairly cheated on quality/quantity of Materials in a contract; B) interfered with fair competition, fair pricing or colluded for unfair benefit; C) interfered with a winner's signing of a contract or interfered with a contractor from carrying out assigned duties; D) interfered with official staff's supervising or inspecting a contract; e) unjustifiably reneged on carrying out a contract; and F) had extremely poor records in a contract; 6) firms not employing as representative, Manager, or staff anyone who has misbehaved per (a) to (F) within two years of their misconduct; 7) firms grade '' a''-qualified for Public works by this Authority for fy 93/94; 8) firms that have -- since 1985 as the main contractor -- actually carried out Construction of an urban Transit tunnel of at least 6 0 meters outer diameter, including one under Construction at this time, by the closed-type, slurry-, earth-, or slurry/earth-pressure shield tunneling method for this Authority, a pubic subway, a third-sector Transit, Japan railway Construction Public corporation, and Japan railway companies note: only Construction projects in which the bidder has had a 20 percent or greater share are eligible for review; 9) firms that can assign to the Construction site a full-time chief engineer or engineering supervisor who meets the following criteria a) is qualified as a certified first-class Construction supervisor or a Construction engineer under the engineers law; B) has since 1985 had similar Construction experience as described in item (8) above, and similar experience refers to Construction of an urban Transit tunnel by the closed-type shield tunneling method; and C) in the case of engineering supervisor, is qualified to supervise designated Construction works; 10) firms not currently suspended prom designation by this Authority; 11) requirements for a designated consortium a) comprised of two or three firms that meet (1) to (7) above, and the same firm cannot belong to more than one consortium; B) all member firms must have Construction experience as described in (8) above; C) all member firms must employ a chief engineer or engineering supervisor as specified in (9)-(a) to (C) above, and can assign him or her to the Construction site on a full-time basis; D) all member firms must have an involvement ratio of at least 30 perce nt for two-firm consortium and of at least 20 percent for three-firm consortium; e) the representative firm of a consortium must have Construction experience as consortium's representative, and must have the greatest share of involvement among all members; F) a consortium is valid from the date of its designation to the date of completion of this project, and for firms other than the bid winner, to the date of contract signing for this project; and G) the Title of a consortium ''aa-bb Construction consortium'' for two-firm consortium, and ''aa-bb-cc Construction consortium'' for three-firm consortium bid documents must be obtained directly from the submitting agency, not from U S.
