This acquisition is for the award of up to four indefinite delivery- indefinite quantity (IDIQ) contracts for construction/remediation of environmental contamination problems at Robins AFB GA and associated areas. Contractors will be required to furnish all tools, materials, equipment and labor to manage and accomplish the projects. Projects will include, but are not limited to, drilling, installation and development of groundwater monitoring and recovery wells, on-site source control/containment, on-site treatment, transportation and/or disposal, suface water controls, air pollution controls, underground and aboveground storage tank removal, asbestos removal, water control, erosion and sediment control. The guaranteed contract minimum for each contract awarded is $25,000 over the life of the contract. The contract maximum is $49,000,000 (not to exceed $25,000,000 in the basic or four option years). Delivery orders will range from $1,000 to $10,000,000. Individual delivery orders will be issued, based on competition among awardees, to the contractor who can provide the best value to the Government. Offerors will be required to provide certification of bonding capacity with their offer. Awardees will be required to provide bid bonds with delivery order offers. Payment and performance bonds will be required upon award of individual delivery orders. Offerors are advised that technical proposals will be required. Submissions in response to this Request for Proposal will be evaluated in accordance with Streamlined Source Selection Procedures as outlined in AFMC Far Supplement Appendix BB.
