Revitalization of 40 Junior Enlisted and 88 Company Grade Officer Capehart Family Quarters. Work to include: increasing net square footage to current standards, interior modification to improve floor plan, redesign and upgrade kitchen, remodel bathrooms, replace heating and cooling systems, replace water heaters, install new exterior and interior doors, upgrade electrical systems, install new windows, install new stucco on walls, repair plumbing, replace roofing. Asbestos and lead paint abatement is required. Replace the following: patios, exterior storage, carports, privacy fence and gates, landscaping, playground, underground electric and telephone lines, storm drainage system and sidewalks. Repair roads and add curb and gutters. Five percent of these quarters shall be handicapped accessible and modifiable. Note: Official proposers must purchase hard copies of drawings and specifications. This is a design/build project; the offeror chosen will complete the design and construct the facility. The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in selection of firm that represents the best advantage to the Government. Large businesses competing for this project must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are 60.3% for small business, 9.8% for small disadvantaged business, and 2.9% for small business/woman-owned. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted.
