Administration (GSA) is seeking potential sources for this procurement,
and requests technical and price proposals from concerns having the
ability to perform services as a Relocation Assistance Contractor (RAC)
for the U.S. Secret Service (USSS) headquarters consolidation project.
The successful Offeror will perform in behalf of the USSS.
Requirements include a basic contract for project planning and
management, and options for reviews of drawings, procurement/bidding
services, build-out support, relocation support, and claims resolution.
The successful Offeror will be required to possess both a facility and
personnel security clearances obtained through DISCO at the Secret
level. Familiarity with the System International (SI) metric system of
measurement is required. One negotiated contract will be awarded.
Proposals will be evaluated by a source selection panel using the
greatest value approach. Selection will be based on the offer most
advantageous to the Government, price and technical factors considered,
with technical factors more important than price. Evaluation factors
and criteria, and points for discussion, are set forth in the RFP. This
procurement is open to both small and large business concerns having
active, properly staffed production offices within the continental
United States. Within 30 calendar days after contract award, the
successful Offeror must establish (if none exists) a designated active
production office located within the GSA-NCR, through which all daily
management, communication and control will be handled. The GSA-NCR is
defined in the RFP. Large business firms (receipts of firm and
affiliates exceed $5.0 million average annual gross revenues for last
3 fiscal years) must include an acceptable subcontracting plan in their
proposals. RFP's will be available for issuance on or about 2/13/95;
written requests for copies should be made before that date. Firms
having the capabilities to perform the services specified in the RFP
are encouraged to participate by submitting proposals no later than the
due date and time given in the solicitation. Submit an original and
four copies of each proposal. Late offers will not be considered.

address; copies will be limited to one per firm. Any firm which desires
an RFP is requested to provide its name, direct mailing address,
telephone and telefax numbers, and the solicitation number. This notice
is recategorized as professional, administrative and management support
services; firms which responded to the 11 Jan 95 notice should not
