R -- ARCHITECT-ENGINEER SERVICES Sol DAHA22-95-R-0004. POC Nancy R. Munroe, CML 601-936-7618. Indefinite delivery, indefinite quantity contract for design of miscellaneous projects for the Air National Guard Combat Readiness Training Center (ANG CRTC), Gulfport, Mississippi and Camp Shelby (Army National Guard Training Site), Mississippi. The resultant contract will be for a base year and one option year. Individual delivery orders will be issued against the resultant contract. Each delivery order will not exceed $150,000.00. The cumulative amount of delivery orders will not exceed $750,000.00 for the base year and $750,000.00 for the option year. Scope of services required: Architect and Engineering services are to provide Type ``A'' Services (soil borings, site development, cost analysis, alternative designs), Type ``B'' services (actual project design in accordance with all applicable codes and AFM 88-15), and Type ``C'' services (Contruction Inspection for maintenance, repairs, alterations, and new construction projects.) These projects will require multidiscipline engineering services in investigative, design, and inspections. The services required for each project will be negotiated under a separate delivery order. Proposed initial projects for the ANG CRTC include, but are not limited to: (1) Addition to Theater - Design five classrooms and communications center addition; (2) Upgrade Maintenance Hangar - Design the renovation of an existing aircraft maintenance hangar to include new roof, new doors, and interior partitions; (3) Small Arms Range - Adopt an existing rifle/pistol range design to local conditions; (4) Upgrade Troop Camp Quarters, Phase II - Add restrooms and dayrooms plus partition the interiors of existing facilities; (5) Add to and Maintain Roads and Parking Areas - Slurry seal and/or overlay existing asphalt surfaces and design new vehicle parking areas; and (6) JP-8 Shelter - Design shelter for jet fuel separator pad and provide restroom facilities. Initial projects for Camp Shelby, Mississippi include, but are not limited to: (1) Repair damaged areas and asphalt overlay approximately 10 miles of streets/roads in the cantonment area of Camp Shelby; (2) Remove the earth cover over five Ammunition Magazine, Replace and/or Reseal the waterproof membrane; (3) Construct a 5,000 SF insulated metal building on a concrete slab with a loading dock and overhead doors; (4) Construct a 10,000 SF insulated metal building on a concrete slab; (5) Install approximately 7 miles of 6'' water line from the existing line on Forest Avenue East to Range Road then south to the Ammunition Supply Point (connecting it) and continuing south to Range Control; and (6) Repair leaks and apply approximately a 1 inch thick coat of waterproof polyurethane foam to warehouse buildings (three large quonset huts). Evaluation factors: (1) Professional qualifications of the following disciplines which are not meant to be all inclusive: architect, civil engineer, electrical engineer, mechanical engineer, structural engineer, and pavement engineer; (2) Specialized experience and technical competence, (3) Capacity to complete work on time, (4) Past performance, (5) Location in the general geographical area of the project, and (6) Volume of DOD work in the past 12 months. Architect-Engineer firms located outside the commuting distance of the Gulfport-Biloxi area that wish to be considered must be willing to establish a temporary branch office in the Gulfport-Biloxi area. The Government will not absorb the cost of establishing the branch office nor will the Government pay out of town travel. Firms desiring consideration shall submit Standard Forms 254 and 255 to be received no later than 30 calendar days after the publication of this notice to Lt Col Thomas G. Should the 30 day cut-off fall on the weekend or a holiday, the next working day shall be the cut-off date. When submitting Standard Forms 254 and 255, include the number and dollar value of A/E contracts awarded by the Air National Guard and DOD agencies respectively during the current calendar year (include the previous year if the previous year is less than 6 months). Also include copies of any government A/E evaluation forms showing performance on past work if available. This is not a request for proposal. Numbered Note 24 applies to this announcement. (023)
