Electronic Systems Center (ESC) hereby submits this Market Survey for the Operation and Maintenance of the Milstar Command Post Terminal (FRC-181(v)1) at Ft. Belvoir, VA. The acquisition will consist of standard terminal operations and equipment maintenance on a 24 hour per day, seven days per week basis for approximately a 10 month period, commencing on or about March 20, 1995. This effort includes the installation of approved field modifications and troubleshooting/ replacement of failed equipment in accordance with system technical data, and on-the-job training for U.S. Army personnel. A limited competition between Raytheon Company and Rockwell International is planned. The basis for this limited competition is that both Raytheon Company and Rockwell International were the prime developers of the Milstar Command Post Terminal equipment, are currently producing Command Post terminals, and have a detailed familiarity with their operation and with system level interfaces. Other interested firms who possess a SECRET security clearance, a detailed knowledge of the operation of the Milstar Command Post terminal and its associated interfaces, and the ability to troubleshoot and isolate Milstar Command Post terminal faults, maintain all Government Furnished Equipment, Common and Peculiar Support Equipment and Technical Orders, and provide training of operational scenarios and maintenance procedures may respond with a qualification package not later than 15 calendar days from the publication of this notice.
