The Nuclear Regulatory Commission (NRC) is seeking a contractor to
conduct a study to assess the utility of various existing analytic
models (both source term and dispersion models) to estimate the
consequences that could result from the inadvertent release of uranium
hexafluoride (UF6). The assessment will assist NRC in judging the
acceptability of such models for use in three areas of NRC regulatory
responsibility: (1) analysis of potential accidents identified by a
systematic evaluation of process hazards (Integrated Safety Analysis),
(2) analysis of potential accidents for use in emergency planning, and
(3) post-accident analysis of actual events. The models under
consideration may range from simple algorithms to sophisticated
dispersion models that take into account the complex thermodynamics of
UF6/HF/water systems and the ''heavy vapor'' behavior of such systems.
Consequently, the contractor chosen to perform the study must
demonstrate expertise in source term and dispersion modelling as well
as in the thermodynamic and chemical properties of UF6 and HF for
various ambient conditions. The level of effort estimated for this
study is 18 staff-months. To provide the NRC with an unbiased
evaluation of the analytic models, the contractor should not have a
preconceived preference for any particular model. For example, a
contractor who has developed its own model capable of analyzing UF6
releases would most likely have a conflict of interest. In the event of
an apparent or actual conflict of interest, potential contractors
should address what steps they would propose to assure an unbiased
evaluation. Potential sources should provide a letter of interest
together with a capability statement, and resumes showing your
capability to perform the studies and analysis in the areas listed
above. Respondents should send the requested information to the
