Contracting Officer; telephone 415/604-5787 This solicitation will be
issued for scientific and technical support for the Space Science and
Space Projects Division at NASA-Ames Research Center. The types of
support envisioned are basic and applied scientific laboratory and
instrument develop ment research and data analysis,-IR and detector
technology research and systems engineering support. Some of the major
areas supported include: Stratospheric Observatory for Infrared
Astronomy (SOFIA), Discovery, infrared technology, Astrophysics
research, Planetary Sciences research, and Exobiology research. Task
Requirements include: Scientific and technical research support for the
planning, design, development, fabrication, and operation of NASA
research instruments, facilities, and missions. Task emphasis shall
include scientific laboratory and field-site support involving
instrument maintenance, sample collection and preparation, and data
analysis of natural and simulated research products, as well as design,
development, fabrication, implementation, integration, test and
operation of special-purpose instrumentation such as electro-optical,
cryogenic, and electronic experiments (both laboratory and flight) and
demonstration hardware. Systems engineering activities include system
definition/top level design, trade studies, modeling and analysis,
interface definition and control and system-level configuration control
across all engineering disciplines, operations and support planning,
and system- level integration and test planning and accomplishment.
Systems engineering tasks will include: definition of engineering,
design and development requirements; technical analysis, modeling, and
evaluation of facility and instrument subsystems, work packages, task
elements, and components; interface design coordination and control;
planning and accomplishments of installation, integration, and testing
of hardware and software; determination analysis, and planning of
operations, logistics, and spares/ support system requirements,
preparation and control of project engineering and engineering
databases, and preparation of detailed financial and cost analyses.
Contractor tasks will be defined by task order and contractor
responsibility includes the management and administrative support
required to accomplish the tasks described above. Offerors who
responded to the previous ''Sources Sought'' announcements (published
in the CBD on 9/23/94) will be included on the Request for Proposal
(RFP) mailing list and are asked not to submit any additional
correspondence in response to this announcement. This procurement will
be conducted as a full and open competition. The anticipated release
date for the RFP is March 6, 1995. All responsible sources may submit
a proposal which shall be considered by the Agency. Responses should be
