pacer CRAG modification consist of the integration of the Compass
replacement, Radar replacement, and Global Portioning System (GPS) into
the C/KC-135 aircraft. The integration of these three systems will
result in an improved C/KC-135 cockpit. PACER CRAG will be applicable
to all series of -135 aircraft. The PACER CRAG solicitation/contract
includes the requirement for engineering/software integration; Group
''A'' prototype, kitproof, and production kits; Group ''B'' Prototype,
kitproof, and production kits; initial spares; data; and warranty. The
contractor shall be responsible for providing Non-Developmental Items
(NDI) or Commercial Off The Shelf (COTS) items. The contractor shall be
responsible for providing the Group ''A'' kits required to interface
the Group ''B'' to the aircraft. The contractor shall be responsible
for providing Group ''B'' LRU's consisting of, but not limited to the
following: synchro output components; multifunction electronic display
(MED); control display units (CDU's); bus interface unit (BIU); data
loader; power control panel; annunciator panels; and antenna and
antenna electronics. To accomplish the PACER CRAG modification, the
contractor shall be responsible for integrating the above described
contractor furnished property (CFP) (Group ''A'' and Group ''B'' kits)
and the following LRU's to be provided as government furnished
property (GFP): (1) EGI (embedded global positioning system (GPS)
Inertial navigation system (INS) (the GPS receiver card is embedded in
the EGI); and (2) a color weather radar with wind shear & skin paint
detections. The contractor shall be responsible for all software
integration of the GFP and CFP items. The contractor shall be
responsible for prototype installation on three -135 aircraft.
Production installation will be the responsibility of the government
and is not a requirement of this solicitation/contract. The requirement
is anticipated to be for 602 ea Group ''A'' and ''B'' kits. The
acquisition will be solicited using full and open competition and will
be evaluated in accordance with AFFARS Appendix BB, streamlined source
selection procedures. It is anticipated that the government will issue
a fixed price contract with a basic year and five fixed priced options
(FY95 - FY00). The government anticipates release of the draft RFP on
or about 6 Mar 95. All discussions concerning PACER CRAG can be
conducted with the point of contract(s) (POC) identified herein. POC:
