708/252-2383. The Department of Energy (DOE) intends to
noncompetitively negotiate a follow-on contract modification under Cnt
No. DE-AC02-91CH10447 in the amt. of $2,000,000.00 with H Power
Corporation, Belleville, NJ on a sole source basis in accordance with
FAR 6.302-1(a) for a twelve-month period for further research and
development of a fuel cell powered transit bus. The original contact
for fabrication of three fuel cell powered buses was awarded in 1991 as
the result of a competitive procurement. Since that time, the
contractor has successfully accomplished the fabrication of the first
phosphoric acid fuel cell powered bus and is building two additional
buses. Based on results thus far and subsequent program requirements,
DOE intends to continue this work. The new work entails (1) providing
the maintenance, troubleshooting, spare parts, and any needed
modification to the bus necessary for conducting controlled tests and
demonstrations of the bus; and (2) further improvements to the
propulsion system which will result in reduced weight and improve
performance. The contractor must provide a team of technical personnel
experience in the design, fabrication, and operation of
methanol-fueled, phosphoric acid fuel cell powered buses. DOE has
concluded that only one responsible source is available and no other
supplies or services will satisfy agency requirements because this
effort is a continuation of an original R&D effort and the contractor's
experience and capabilities from this earlier effort are considered
necessary for the successful and timely completion of this follow-on
effort. This is not a formal solicitation. However, any responsible
source qualified to perform the work within the schedule may respond
within 45 calendar days from the publication date of this synopsis by
furnishing in writing to the office listed above (1) a clear indication
of its demonstrated experience in developing and operating a phosphoric
acid fuel cell powered bus; (2) a statement of its relevant
professional qualifications (including technical qualifications of
engineers and technical personnel); (3) a description of the relevant
facilities and special equipment available for this project; and (4)
any other capabilities for performing all the required work for this
