Census has a requirement and intends to negotiate with the SAS
Institute, Inc. of Cary, NC, on an other than full and open competition
basis for the following proprietary software licenses for the period
October 1, 1995 - September 30, 1996 with the option to extend for four
additional 12 month periods: All current and future SAS Institute, Inc.
software products contained in the integrated suite of products known
as the SAS SYSTEM and also, System 2000 DBMS software for two UNISYS
mainframes. The SAS System currently includes but is not limited to: 1)
Fourth generation language for data management analysis and report
writing (Base SAS); 2) Individual interfaces that provide direct and
transparent read/write links between the SAS System and a variety of
database management systems (SAS/ACCESS); 3) Object oriented
applications development environment for building highly interactive
and intuitive applications driven by graphical user interfaces
(SAS/AF); 4) Point and lick, menu-driven interface to many of the SAS
System tools, i.e., data analysis, report writing, etc. (SAS/ASSIST);
5) Integrated financial consolidation and reporting capabilities into
the SAS System, including multi-dimensional spreadsheet interface,
interactive, integrated graphics, etc. (SAS/GRAPH); 6) Client server
computing within the SAS environment supporting a variety of advanced
communications, protocols, enabling clients running in the SAS
environment to establish communications with one or more SAS
applications or programs running in remote environments (SAS/CONNECT);
7) Data management, analysis and presentation system designed to
facilitate the operation and performance management of centralized and
distributed systems (SAS/CPE); 8) Portable natural language interface
for querying and reporting information contained in any data format
accessible by the SAS System (SAS/ENGLISH); 9) Object-oriented
development environment for creating and maintaining highly intuitive
enterprise information systems (SAS/EIS); 10) Integrated capabilities
for time series analysis and forecasting, econometrics and system
modeling, and financial analysis and reporting (SAS/ETS); 11) Facility
for interactive data entry, editing, browsing, retrieval and letter
writing (SAS/FSP); 12) Interactive tool for display and analysis of
spacially related data (SAS/GIS); 13) Information and presentation
color graphics capabilities to produce a wide variety of business
charts, plots, maps in a variety of colors and patterns (SAS/GRAPH);
14) Interactive matrix programming facility for sophisticated data
analysis and manipulation (SAS/IML); 15) Data exploration and analysis
with ability to examine distributions and explore data through
interactive histograms, box plots, scatter plots, and 3-D rotation
plots (SAS/INSIGHT); 16) Guided data analysis for meeting day-to-day
analytical and data presentation needs of scientist and research
engineers (SAS/LAB); 17) Project optimization and decision support
capabilities for operations research and management science
applications (SAS/OR); 18) Clinical data review system for
pharmaceutical and biotechnology industries (SAS/PH- Clinical); 19)
Quality management and process improvement for establishing statistical
quality control and reducing variability (SAS/QC); 20) Multiple user
access to read, write and update the same data sources concurrently
(SAS/SHARE); 21) User access the SAS System within IBM's CICS
environment (SAS/SESSION); 22) Data visualization and modeling allowing
users to create, analyze and modify geometric images representing
multi-dimensional data (SAS/SPECTRAVIEW); 23) Statistical capabilities
for regression analysis, analysis of variance, categorical data
analysis, multi- variate analysis, cluster analysis, survival analysis,
psychometric analysis and nonparametric analysis (SAS/STAT); 24) Users
ability to extend the capabilities of the SAS System by allowing them
to write their own special procedures, proprietary routines for
accessing internally developed data bases or libraries of specialized
routines (SAS/TOOLKIT). The SAS SYSTEM suite of products may be
deployed on any owned or leased, current or future Bureau of the Census
SAS System compatible platform. System 2000 DBMS software will be
deployed on two UNISYS 1100/90 mainframes. The requirement also
includes documentation, training and technical support. It is the
Government's belief that only SAS Institute, Inc. can provide the
required software and related support services. Interested firms having
