R -- SPECIFICATION DEVELOPMENT SERVICES FOR EVALUATION OF ELEVATORS AND RECOMMENDATION OF RETROFIT AND REPAIR Sol 843100-95-R-0001. Due 030795. This project consists of evaluating fifteen (15) elevators in occupied buildings, and preparation of construction documents for correction of deficiencies to improve safety and reliability. Priority is retrofit of 11 elevators (renovated in 1986) in two dormitory buildings, including replacement of controllers and wiring. Complete rehabilitation of these elevators is not contemplated. The remaining four (4) elevators in other buildings require varying levels of repair. All elevators require new infrared door safety edges. The evaluation criteria for selection are as follows: (1) professional qualifications, of the firm and any consultants, necessary to satisfactorily perform required services; (2) specialized experience and technical competence of the firm, including any consultants utilized, in the evaluation of elevators for retrofit and repair, with emphasis on recent successfully completed projects; (3) capacity to accomplish the work in the required time-frame; (4) past performance on contracts with Government agencies and private clients, in terms of quality of work, cost control, and compliance with performance schedules; (5) location - firms will be evaluated on their location with respect to the geographical area of the contract and its impact on their ability to effectively accomplish the work; and (6) price. The work may require evaluation and definition of asbestos materials, lead paint, and other hazardous material. Firms responding to this announcement must be prepared to accept the aforementioned as a part of their contract responsibility. Evaluation shall be conducted by utilizing the factors listed above, in descending order of importance. Written requests for this solicitation should be mailed/faxed to the above address.
