- Maintenance and Repair of Equipment-Operation and maintenance
support for approximately fifty-seven (57) GWEN Relay Node (RN) sites
and backup power generator group (BUPG) assembly maintenance support at
twenty-three (23) GWEN receive only (RO) and two (2) GWEN input/output
(I/O) stations-Maintenance will be accomplished at equipment
deployment locations (on-site maintenance)-The scope of CMS includes
both real property and equipment maintenance and RN operational support
services-Contractor will assume maintenance responsibility for the RN
sites and I/O and RO station BUPG assemblies approximately 3 months
after contract award-Contract period: Maximum contract duration, sixty
(60) months:-Use of a firm fixed price contract with reimbursable line
items is anticipated-The GWEN system is an emergency communications
network deployed within the continental United States (CONUS) which
provides high-altitude electromagnetic pulse (HEMP) protected
communications connectivity to CONUS based strategic forces-GWEN I/O
stations inject/receive GWEN communications traffic via an ultra high
frequency (UHF) transmission to neighboring RN's-RN's relay/retransmit
GWEN traffic via low frequency (LF) groundwave transmission to
neighboring RN's-Relayed traffic is received by RO stations within
detection range-GWEN I/O and RO stations are deployed at military
installations-RN's are remote/unmanned sites strategically deployed
throughout the CONUS to support network connectivity-Major elements of
a typical RN site include: (A) three equipment shelters (BUPG, RN
station, antenna tuning unit); (B) buried cabling, conduit and antenna
ground plane; (C) 299 foot LF antenna tower; (D) concrete shelter pads
and antenna guy wire anchors; (E) chain link fencing around major site
features/elements; and (F) gravel access road/paths-Each RN site is
approximately eleven acres in size, is generally accessed from a county
road, and is supported with telephone service and commercial
electricity-GWEN I/O and RO stations include a BUPG assembly identical
to that found at RN sites-A BUPG encompasses a shelter housing a
diesel motor/generator set, fuel tanks, electrical switch gear and hemp
filtering/protection devices-The CMS contractor will assume an
equivalent of Air Force organizational level maintenance responsibility
for the RN sites and BUPG assemblies at I/O and RO stations-it is
anticipated that the CMS contractor will need to deploy mobile
maintenance teams to service/maintain the designated GWEN
sites/assemblies-The contractor will be required to obtain a COMSEC
account with the Government and program and obtain COMSEC keying
materials necessary for maintaining the RN sites and to safeguard,
manage, control and distribute to field maintenance activities support
equipment and maintenance repair/replacement parts supplies by the
Government-The Government anticipates applying a minimum operational
ability as an effectiveness requirement for contractor maintenance of
RN sites and I/O and RO BUPGs as a system-Full and open competition.
