services for the period beginning 01 October 1995 through 30 September
1996, including four one-year option periods ending 30 September 2000.
The Contractor shall (1) provide assessments of the capabilities,
methods of employment, and alternative missions of Submarine Launched
Ballistic Missiles (SLBM) weapon systems; these assessments will
identify and evaluate potential problems and their effect on overall
force capability; (2) conduct evaluations related to the deployment and
force capability of the TRIDENT I and TRIDENT II Strategic Weapon
Systems (SWS) under varied operational and targeting scenarios with
targeting assignments and modeled missions used as a basis for
evaluating TRIDENT II effectiveness; (3) conduct intra-force mix and
sizing evaluations to provide a framework for assessing the
programmatic impact of alternative construction rates, alternative
backfit rates (TRIDENT II D-5) or alternate payloads; (4) evaluate
applicability of onboard command and Control documentation of Ballistic
Missile Submarines (SSBNs) and develop and mtaintain the Joint
Emergency Actions Proceudres (JEAP) Manual which support FBM
operations; (5) provide technical and program support in the areas of
SSBN/SLBM force safety, security, logistics, nuclear weapons safety,
use control, and Strategic Nuclear Command and Control pertaining to
land based SSBN handling facilities and associated logistics routes;
recommend improvements to existing nuclear weapon storage facilities to
accommodate SLBM systems; provide nuclear weapon logistic support in
the areas of production, transportation, and retirement; provide
inspection support which includes weapon and explosive safety and
security inspections, Radiological Affairs Support Program inspections,
hazardous materials inspection, and OSHA safety inspections; evaluate
hazards at SSP weapon storage, maintenance, assembly, handling, and
loading facilities. Copies of RFP N00030-96-R-0001 must be requested in
writing; telephone requests will not be honored. The RFP will be issued
on or about 09 February 1995 with a closing date of 07 April 1995. A
