DAKF57) Principal items to accomplish: Removal of existing fencing;
Installation of new fencing. New fencing will not necessarily be
ordered to be installed when fencing is removed. If ordered, new
fencing may not necessarily be ordered to be installed in the same
location as the removed fencing; Repair of existing fencing. ''Repair''
means restoring the item to a like-new condition by straightening,
adjusting, replacing parts, etc., and restoring surface with three
coats of rust-inhibiting aluminum paint. When making repairs, existing
chain-link fabric or barbed wire shall be attached to repaired items;
Relocation of existing fencing; Layout and survey work as required to
install the fence. As a minimum, the contractor will be provided with
marked corner points; Other work necessary to accomplish the above.
Work to be performed at following locations: Fort Lewis; Yakima
Training Center; Vancouver Barracks; Camp Bonneville; Camp Killpack;
AFRC Bellingham; USARC Bellingham; USARC Bothell; USARC Rainier Avenue,
Everett; USARC Paine Field, Everett; USARC Longview; USARC Moses Lake;
USARC Pasco; USARC Port Orchard; USARC Renton; Fort Lawton, Seattle;
AMSA Seattle; USARC Spokane; USARC Tacoma; USARC Trentwood; AMSA #8
Trentwood; USARC Tumwater; USARC Wenatchee; USARC Yakima; and AFRC
Yakima. This is a total requirements type contract and delivery orders
will be issued against this contract. This is a coefficient type
contract and bidders will include a coefficient for each bid item based
on a work item price list. Contract period consists of Base Period (1
July 1995 through 30 June 1996) and a one-year option period. The
proposed procurement listed here is being considered for 100 percent
set-aside for small disadvantaged business (SDB) concerns. Interested
SDB concerns should, as early as possible but not later than 15 days of
this notice, indicate interest in the acquisition by providing to the
contracting office above, evidence of capability to perform and a
positive statement of eligibility as a small socially and economically
disadvantaged business concern. If adequate interest is not received
from SDB concerns, the solicitation will be issued as unrestricted
without further notice. Therefore, replies to this notice are requested
from all business concerns as well as from SDB concerns. Small
disadvantaged business concern means a small business concern that is
at least 51 percent unconditionally owned by one or more individuals
who are both socially and economically disadvantaged, or a publicly
owned business that has at least 51 percent of its stock
unconditionally owned by one or more socially and economically
disadvantaged individuals and that has its management and daily
business controlled by one or more such individuals. This term also
means a small business concern that is at least 51 percent
unconditionally owned by an economically disadvantaged Indian tribe or
Native Hawaiian Organization, or publicly owned business that has at
least 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as
individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprise system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. The size standard is any concern
including its affiliates with an average annual sales or receipts for
its preceeding three fiscal years not in excess of $7 million. SIC
