The U.S. Army Engineer Division, Huntsville, Proposes to acquire support services for the maintenance of the Tri-Services Automated Cost Engineering System (TRACES) microcomputer-based software for the U.S. Army Corps of Engineers. The TRACES software, previously known as CACES, includes the following modules: Microcomputer Aided Cost Engineering System (MCACES), Historical Analysis Generator (HAG), Life Cycle Cost (LCC), PC Cost, Scheduling Interface (SI), and Area Cost Factors (ACF). MCACES is the detailed cost engineering module of the TRACES. The contract will be a one year fixed price incentive fee (FPIF) Indefinite Delivery, Indefinite Quantity contract with options for four additional years. The performance of the services to be furnished shall be ordered by the issuance of delivery orders. The services shall include, but shall be ordered by the isuance of delivery orders. The services shall include, but shall not be limited to the development and maintenance of software in a graphical user interface, consultant to other government agencies, telephone support, training support, providing software improvements to reflect advancements in microcomputer technology and development of functional cost engineering descriptions and studies. Evaluation shall be based on the offeror's microcomputer-related approach, project management and personnel, and cost engineering-related approach. Offerors will be required to submit both technical and cost proposals. Solicitation DACA87-95-R-0044 is scheduled for release on or about 02-03-95. Required delivery will be set forth in individual delivery orders. A pre-proposal conference will be held in Huntsville, AL on or about 02-15-95. Full details will be provided in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. This action is unrestricted.
