acquire an indefinite quantity contract for one (1) year plus four (4)
additional 12 month periods to prepare Historic Building Preservation
Plans (HBPP) primarily, and other Historic Preservation Planning work
as described below. Preparation of the plans will require development
of a comprehensive plan for maintenance and preservation of Federal
buildings and properties which are listed or eligible for listing on
the National Register of Historic Places. The purpose of the HBPP is to
develop interior and exterior zones to guide preservation treatment
level, and to identify and rate selected architectural features and
elements within each zone, as well as to provide maintenance and repair
specifications in accordance with the guidelines set forth in the
Secretary of the Interior's Standards for the treatment of Historic
Properties (rev. 1992). Existing HBPPs may be reevaluated, and specific
modifications to these documents may be requested. Either as part of
the HBPP or as a separate work order, the Contractor may be requested
to develop fully implementable maintenance specifications to be used by
GSA Field Office and maintenance contract personnel in maintaining
historic elements of Federal Buildings. In addition to the preparation
of HBPP and Historic Element Maintenance Plans, the successful
Contractor may be requested to develop determination of eligibility
documentation and/or prepare forms and all appropriate supporting
material necessary to nominate a building to the National Register of
Historic Places. Minimum Contractor qualifications consist of the
following items: the prime contractor must have successfully completed
at least five (5) HBPPs within the past 3 years to be considered for
award; the prime or subcontractor must have successfully completed two
(2) National Register nominations within the past five (5) years. Key
Contractor personnel must meet the professional qualifications for
historic architecture and architectural history as set forth in the
Department of the Interior, National Park Service, Archeology and
Historic Preservation; Secretary of the Interior's Standards and
Guidelines for Professional Qualifications (Federal Register 48(190):
44738-44739). Also, building zoning and presentation graphics
requirements of these work products will require the use of
microcomputer CADD programs and knowledge of AutoCAD A/E/C terminology.
Responses to this ad must include specific information pertaining to
all specified requirements so that GSA may evaluate initial contractor
qualifications for this work. Anticipated issue date of Solicitation
