consists of, but is not limited to the following: 1) site work to
prepare site. This consists of: clearing of approximately 30 acres of
forest, including disposal of waste material; grading the 150' square
VOR/DME plot and approximately 1,400 linear feet of access road;
installation of 6'' of gravel surfacing on the access road and the
VOR/DME plot; demolition of the existing fences within the 1,000'
restrictive air easement, and the installation of new wooden fencing to
replace those removed. Also includes the installation of a wooden fence
around the VOR/DME plot; installation of an 18'' concrete culvert in
the access road; installation of a driveway connection between the
access road and Missouri State Route N, including fencing and gates;
installation of various erosion/drainage control facilities per a
contractor obtained stormwater discharge permit. 2) Installation of
VOR/DME equipment shelter, elevated steel couterpoise, and RCO antenna.
This includes: installation of reinforced concrete foundations for the
VOR/DME equipment shelter installation of RCO antenna (GFM) and
reinforced concrete foundations. Includes all necessary grounding
systems, underground electrical cable installation, and miscellaneous
electrical equipment installation; installation of a rigid fiberglass
antenna shelter (GFM) on top of the VOR/DME equipment shelter,
intallation of a government furnished elevated steel counterpoise,
including reinforced concrete foundations; installation of the exterior
and interior grounding systems for the VOR/DME; installation of
miscellaneous electrical equipment on the interior of the VOR/DME
shelter. The estimated price range of this project is between $250,000
and $500,000. This procurement is open to both large and small

This notice is for informational purposes for Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at aany tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
