Sharp, Phone (703)604-2000 The Naval Air Systems Command (NAVAIR) is
seeking qualified contractors interested in participating in a
competitive procurement of a Fleet Combat Support Helicopter. The
subject helicopter will be capable of performing the primary missions
of: vertical replenishment (VERTREP) via the external transfer of
cargo; vertical onboard delivery (VOD) via the internal transport of
passengers, mail and cargo; day/night search and rescue (SAR)
operations in nominal/low visibility environments; and airhead
operations. As a secondary objective, the aircraft will be capable of
performing; aeromedical evacuation (MED EVAC); SEAL and UDT support
operations; non-combatant evacuation operations (NEO); disaster relief;
and torpedo and drone recovery. It will be fully compatible with
current and anticipated aviation, air-capable and combat logistic force
ships. This includes requirements to: fit inside ship hangers without
ship alterations; operate over ship hover areas during day/night; and
operate within permissive wind limitations. It will have the capacity
to routinely lift canned carrier-based aircraft engines and palletized
munitions and stores. It will be capable of sustained over-the-horizon
(OTH) operations to support intra-battle group re-supply and to support
SAR operations throughout the amphibious operation area. It will
possess precise navigation, over water hover and night vision
capabilities, requiring the use of avionics which are appropriate for
and consistent with safe and effective amphibious group, battle group
and independent surface unit operation. The procurement will be
conducted on a ''best value'' basis, the objective of which is the
application of non-developmental item hardware which realizes maximum
benefit from the use of the existing DOD logistics support and training
infrastructure. NAVAIR intends to investigate the cost and operational
effectiveness of aircraft alternatives. Aircraft system information
will help complete this analysis. Principal areas of interest include
size, payload capacity, aircraft performance, reliability,
supportability, schedule and cost. Contractors interested in
