MILITARY MASTER PLANNING PROGRAM AT HURLBURT FIELD, FLORIDA SOL

Officer, Edward M Slana. 1. CONTRACT INFORMATION: A-E Services are
required for an Indefinite Delivery Contract to Support the Mobile
District's Master Planning Program at Hurlburt Field, Florida and other
areas that may ne assigned to the Mobile District. This announcement is
open to all businesses regardless of size. The Contract is anticipated
to be awarded in July 1995 and completed in July 1996. The contract
will be awarded for one year with an option to extend the contract for
one additional year. Work under the contract to be subject to
satisfactory negotiation of individual delivery orders not to exceed
$150,000 each, with a total not to exceed $750,000 during each 12-month
period. If a large business is selected for this contract, it must
comply with FAR 52.219-9 regarding the requirement for a subcontracting
plan for that part of the work it intends to subcontract. The
subcontracting goals for this contract are a minimum of 60% of the
contractor's intended subcontract amount be placed with small
businesses (SB), including small disadvantaged businesses (SDB), and 7%
be placed with SDB. 2. PROJECT INFORMATION: The selected firm will be
required to perform services at Huriburt Field, Florida. The contract
will primarily be ued to provide digital mapping data readable and
fully operable on an AutoCadd and Intergraph Microstation
computer-aided design and drafting (CADD) system. Work will include
developing mster pln studies, drawings and tabulations. Military Master
Planning will be according to requirements established in Tri-Service
Spatial Data Standards, and AFR 86-4. 3. SELECTION CRITERIA; The
contract will require the following disciplines: (1) Architect; (2)
Biology; (3) Cost Accounting: (4) Ecology; (5) Economics; (6) Civil
engineer; (7) Electrical Engineer; (8) Mechanical Engineer; (9)
Landscape Architect; (10) Forester; (11) Urban/Regional Planner; (12)
Wildlife Biology. Resumes (Block 7 of the SF 255) must be provided for
these disciplines, including consultants. Additional evaluation
factors in order of importance: (A) Specialized experience in: (1Z) Air
Force Base Comprehensive Plans; (2) Army Real Propery Master Plans; (3)
Automated Mapping/Facility Management (AM/FM) providing the drawings in
AutoCadd (Release 12, Change 4) and/or Intergraph Microstation; (4)
AutoCadd Digital Data and CADD Services; (5) Intergraph Microstation
CADD System; (6) detailed utility mapping; (7) Programming Overlay
composite Method Master Plans; (11) Geographic Information System
(GIS); (12) topographic digital mapping. (B) Quality Management Plan:
In Block 10 of the SF 155 describe the firm's quality management plan,
including the team's organization including and organizaitonal chart,
quality assurance, and coordination of inhouse work with consultants.
(C) Past performance on contracts with respect to quality of work and
compliance with performance schedules. (D) Georgraphic location with
respect to the Southeast United States. (E) Amount of DOD awards during
the past 12 months. Selection will be made evaluating the
qualifications of the firms that respond. 4. SUBMISSION REQUIREMENTS:
Firms must submit a copy of their SF 254 and SF 255, and a copy of each
consultant's SF 254. The 11/92 edition of the forms must be used, and
may be obtained from the Government Printing Office. These must be
received in the Mobile District Office (CESAM-EN-MN) not later than
close of business on the 30th day after the date of publication of this
solicitaion in the Commerce Business Daily. If the 30th day is a
Saturday, Sunday, or Federal holiday, the deadline is the close of
business of the next business day. Include ACASS number in Block 3b.

required by acquisition regulations, interviews for the purpose of
discussing prospective contractors' qualificatons for the contracts
will be conducted only for those firms considered highly qualified
