INFORMATION: A-E services are required for an Indefinite Delivery
Contract to Support the Mobile District's Master Planning Program. This
announcement is open to all businesses regardless of size. The Contract
is anticipated to be awarded in July 1995 and completed in July 1996.
The contract will be awarded for one year with an option to extend the
contract for one additional year. Work under the contract to be
subject to satisfactory negotiation of individual delivery orders not
to exceed $150,000 each, with a total not to exceed $750,000 during
each 12-month period. If a large business is selected for this
contract, it must comply with FAR 52.219-9 regarding the requirement
for a subcontracting pln for that part of the work it intends to
subcontract. The subcontracting goals for this contract are a minimum
of 60% of the contractor's intended subcontract amount be placed with
small businesses (SDB), and 7% be placed with SDB. 2. PROJECT
INFORMATION: Projects will be located in the states of Alabama,
Florida, Mississippi, Georgia, and Tennessee; with possible work in
South and Central America or other locations as may be assigned to the
Mobile District. Projects will require the selected firm to provide
digital mapping data readable and fully operable on an Intergraph
computer-aided design and drafting (CADD) system compatible with
Intergraph Microstation software. Work will include devloping master
plan studies, drawings and tabulations. Military Master Planning will
be according to requirements established in AR 210-20, Tri-Service
Spatial Data Standards, and AFR 86-4, and will follow a format
established by the U.S. Army Corps of Engineers' Mobile District. Some
work under this contract may be required under the Mobile District's
Civil Works Program. 3. SELECTION CRITERIA; The contract will require
the following disciplines: (1) Architect; (2) Biology; (3) Cost
Accounting; (4) Ecology; (5) Economics; (6) Electrical Engineer; (7)
Landscape Architect; (8) Forester; (9) Mechanical Engineer; (10)
Urban/Regional Planner; (11) Wildlife Biology. Resumes (Block 7 of the
SF 255) must be provided for these disciplines, includin consultants.
Additional evaluation factors in order of importance: (A) Specialized
experience in: (1) Army Real Property Master Plans; (2) Air Force Base
Comprehensive Plans; (3) Programming documents, such as Studies, DD
Form 1391's, Project Development Brochures, Overlay composite Method
Master Plans, and Installation Design Guides; (4) Intergraph Digital
Data Services; (5) detailed utility mapping; (6) Automated
Mapping/Facility Management (AM/FM) providing drawings in Intergraph
Computer-Aided Design and Drafting (CADD) System; (7) Geographic
Information System (GIS); (8) topographic digital mapping. (B) Quality
Management Plan: In Block 10 of the SF 255 describe the firm's quality
management plan, including the team's organization including and
organizational chart, quality assurance and coordination of the inhouse
work with consultants. (C) Past performance on contracts with respect
to quality of work and compliance with performance schedules. (D)
Geographic location with respect to the Southeast United States. (E)
Amount of DOD awards during the past 12 months. Selection will be made
evaluating the qualifications of the firms that respond. 4. SUBMISSION
REQUIREMENTS: Firms must submit a copy of SF 254 and SF 255, and a copy
of each consultant's SF 254. The 11/92 edition of the forms must be
used, and may be obtained from the Government Printing Office. These
must be received in the Mobile District Office (CESAM-EN-MN) not later
than close of business on the 30th day after the date of publication
of this solicitation in the Commerce Business Daily. If the 30th day is
a Saturday, Sunday, or Federa holiday, the deadline is the close of
business on the next business day. Include ACASS number in Block 3b.

packages are not provided. This is not a request for proposal. As
required by acquisition retulations, interviews for the purpose of
discussing prospective contractors' qualifications for the contracts
will be conducted only for those firms considered highly qualified
