INVESTIGATIONS AND REMEDIAL DESIGNS FOR DEFENSE ENVIRONMENTAL
RESTORATION PROGRAM (DERP) WITHIN THE JAX. DISTRICT SOL
DACW17-95-R-0012 DUE 010199 POC Civil Engineer, Al Morris,
(904)-232-2430 This solicitation is unrestricted and is open to all
firms regardless of size. One contract will be awarded from responses
to this solicitation. The contract will be an Indefinite Quantity
Contract for a period of one year from date of award with an option to
extend for an additional year. Work will be assigned by negotiated
delivery orders. Maximum order limits are $750,000 for each contract
year and $150,000 per delivery order. The work will consist of
conducting investigations of former U.S. military installations and
other sites within the geographic boundaries of the U.S. Army Corps of
Engineers, Jacksonville District, and for preparing design packages
(Plans, specifications, and cost estimates) for remediation of these
sites. Professional services may include conducting historical,
technical, and real estate investigations to verify acquisition, uses,
and disposal of the sites by the military, preparing design packages
for site remediation, and preparing design packages for construction of
new fuel storage tank systems. On-site field investigations will be
required to determine the presence, location and military origin of (1)
Hazardous, Toxic, and Radioactive Wastes (HTRW), (2) Ordnance and
Explosive Wastes (OEW), (3) Chemical Warfare Materials (CWM), (4)
Containerized Hazardous, Toxic, and Radioactive Wastes (CON/HTRW), and
(5) Dangerous Structures, Building Demolition, and Debris Removal
(BD/DR). Preparation of Archives Search Reports (ASRs), and Civil Works
HTRW Initial Assessment Reports (HTRW-IAs) may be required. Possible
HTRW/OEW problems could include, but are not limited to, contaminated
soil, surface water, and groundwater; landfills; underground storage
tanks (USTs); ordnance and explosive wastes, abandoned structures, or
other dangerous debris. Following the research and field
investigations, the A-E may prepare Defense Environmental Restoration
Program (DERP) Inventory Project Reports (INPRs) and site investigation
reports summarizing all findings, recommending follow-on actions, and
providing cost estimates using M-CACES Gold Software for recommended
actions. The A-E will then coordinate and incorporate all comments
provided by the Government and deliver a final INPR or site
investigation report. Work may also include projects for which the A-E
will prepare design packages for construction-type contracts for
complete remediation of contaminated sites. These design packages will
include plans, specifications, and cost estimates for removal and
disposal of containerized wastes, removal and disposal of other
incidental hazardous substances (such as asbestos-containing materials,
lead-based paint, PCBs, etc.), site remediation, and complete
restoration and monitoring of the site. Details for specific projects
will be provided in each individual delivery order Scope of Work.
Factors for evaluation in order of priority, are: 1. SPECIALIZED
EXPERIENCE AND TECHNICAL COMPETENCE: The firm must clearly demonstrate
experience and expertise in safely conducting environmental
investigations of HTRW and OEW sites, including ordnance disposal
activities. The firm must also clearly demonstrate experience and
expertise in preparing design packages for both remediation of
HTRW/OEW-contaminated sites and construction of new storage tank
systems. To be considered for this contract, applying A-E firms must
clearly demonstrate, as a minimum, expertise and experience in all of
the following technical disciplines: civil, geotechnical,
environmental, mechanical, electrical, structural, and chemical
engineering, geology and hydrogeology, environmental biology,
chemistry, industrial hygiene (Certified and non-cetified), asbestos
(licensed and non-licensed), cost estimating, surface geophysical
investigation technology, explosive ordnance disposal (EOD) technology,
underwater diving, land surveying, CADD operationa/drafting, and the
real estate profession. Applicants must also demonstrate experience and
expertise in the following areas: the detection, identification,
handling, and disposal of explosive ordnance by qualified EOD
specialists (note that EOD-related work under this contract will be
limited to identification of ordnance items and notification of proper
authorities, NOT actual removal and/or disposal); the use of surface
geophysical investigation techniques (such as ground penetrating radar,
metal detector, magnetometer, etc.) capable of detecting the presence
of buried waste, USTs, and piping systems; monitoring well installation
and development; site characterization through field investigation,
including sampling and chemical analyses of soil, surface water,
groundwater, and container contents; and removal and disposal of
hazardous substance. EOD specialist must have been trained and
certified by the Naval School, Explosive Ordnance Disposal
(NAVSCOLEOD), Indianhead, Maryland. Divers must hold current medical
certifications as stipulated in EM 385-1-1, U.S. Army Corps of
Engineers Safety and Health Requirements Manual. The firm must
demonstrate their ability to provide qualified chemical laboratory
services. All sampling and chemical analyses must be performed in
accordance with established Environmental Protection Agency (EPA) and
Corps of Engineers' Missouri River Division Laboratory (CEMRDL)
protocols, and by a laboratory validated by CEMRDL. Additionally, for
projects executed in Puerto Rico, all chemical analyses must be
performed in accordance with the requirements of the Commonwealth of
Puerto Rico Environmental Quality Board and certified by a Chemcial
Engineer or Chemist licensed in Puerto Rico. For projects executed in
Florida, the laboratory must be certified by the State of Florida
Department of Health and Rehabilitative Services. 2. SIZE AND EXPERTISE
OF STAFF: The firm must demonstrate the professional qualifications of
the A-E's staff, including evidence of registrations/certifications
for Professional Engineers. Professional Geologists, Professional Land
Surveyors, Asbestos Specialists, and Certified Industrial Hygienists
for the purposes of stamping and sealing designs, reports, and plans
produced under this contract. 3. CAPACITY TO ACCOMPLISH THE WORK IN THE
REQUIRED TIME: The firm shall demonstrate sufficient A-E staff to
accomplish multiple delivery orders awarded at the same time and within
the required time. 4. PAST PERFORMANCE: Past performance on Federal
contracts with private industry regarding cost control, quality of
work, and compliance with performance schedules will be reviewed. DOD
experience data available to the Government through the Architect
Engineer Contract Administration System (ACASS) will be utilized to
evaluating prior performance on federal contracts. THE FOLLOWING
SECONDARY CRITERIA WILL BE USED AS TIEBREAKERS. (1) GEOGRAPHIC
LOCATION: Geographic location of firm to worksite(s) will be
considered; provided that there is an appropriate number of qualified
firms for consideration. (2) VOLUME OF PAST DOD CONTRACTS AWARDED TO
FIRM: Work previously awarded in the past 24 months to the firm by the
DOD will be reviewed with the objective of effecting equitable
distribution of contracts among qualified A-E Firms including small and
small-disadvantaged business concerns and firms that have not previous
DOD contract. SUBMISSION REQUIREMENTS: Those firms which meet the
requirements described in this announcement and wish to be considered,
must submit one copy each of a SF254 and SF255 for the firm or
joint-venture and a SF 254 for each subcontractor. In block 4 of SF 255
list only the personnel for the office to perform the work indicated in
block 3B. Additional personnel strengths, including consultants, should
be indicated parenthetically and their source clearly identified. In
block 7G of the SF 255, indicate specific project experience for key
team members and indicate the team member's role on each listed project
(architect, project manager, etc.). Submittal of supplemental
attachments to SF 255 per evaluation factors 1-4 is strongly
recommended. Submittal package is to be received in this office no
later than 4:00 p.m. Eastern Time on the 30th calendar day after the
date of appearance of this announcement in the Commerce Business Daily
(CBD). Should the due date fall on a weekend or holiday, the submittal
package will be due the first workday thereafter. Submittals received
after this date and time will not be considered. Unnecessarily
elaborate brochures or other presentations beyond those sufficient to
present a complete and effective response to this announcement are not
desired. Small and Small Disadvantaged firms are encouraged to
participate as Prime Contractors or as members of Joint-Ventures with
other Small Businesses and all interested firms are reminded that the
successful firm will be expected to place subcontracts to the maximum
practical extent with Small and Small Disadvantaged firms in accordance
with the provisions of Public Law 95-507. If a Large Business firm is
selected, a Small Business subcontracting plan will be required prior
