Open 1) Construction Title first-phase Construction of the third shimizu tunnel on the second Tokai Expressway; 2) site oaza-yoshihara, shimizu-Shi, Shizuoka-Ken; 3) 8UMMARY this project is to construct an approx. 230- meter Highway, mainly involving a three-lane-Section tunnel (earth work volume 450,000 cubic meters) work involves approx 200 meters tunneling on the ''up'' route and approx 50 meters tunneling on the ''down'' route in the main tunnel of the third shimizu tunnel; approx 1,700 meters excavation of a pilot tunnel, using the tunnel-boring machine in both routes and the communication pilot tunnel; approx 180 meters earth work; extension (the ''down'' route extension) 227 meters; width - Highway portion 11 75 meters X 2, tunnel portion 0 meters X 2; earth work volume 450,000 cubic meters; tunnel 250 meters; and cross structure - precast concrete arch culvert at one site; 4) Construction period 750 days; 5) main materials to be used approx. 8,000 cubic meters of concrete, approx 9,000 square meters of concrete spraying, approx 600 tons of steel beams (support), approx. 400 tons of reinforcing steel; 6) documents for qualification screening 16:00, feb. 9, 1995; 7) contact for Tender documents General Affairs Department, Shizuoka Construction Bureau, Japan Highway Public Corporation, 11-30 Miyuki-Cho, Shizuoka-Shi, Shizuoka-Ken 420 eligible Tender participants firms qualified to participate in this project's bidding must satisfy all of the following conditions and have their qualifications for this project's bidding screened and confirmed by the Director of the Shizuoka Construction Bureau 1) firms that do not fall under article 4 of the contract regulations of Japan Highway Public Corporation; 2) consortia comprised of three firms pre-qualified for open competitive tendering on Public works by the Tokyo first Construction Bureau of Japan Highway Public Corporation for fy 93/94; 3) each member firm must have -- in the past five years (since 1989) as the main contractor -- actually carried out Construction of a Highway tunnel of at least 1 kilometer extension and at least 50 square meters designed inner Section by the ''natm'' method at least one member firm must have -- in the past five years (since 1989) as the main contractor -- actually carried out Construction of a Highway tunnel of at least 110 square meters designed inner Section by the ''natm'' method and at least one member firm must have -- in the past five years (since 1989) as the main contractor -- actually carried out tunneling, using a tunnel-boring machine of at least 2 meters excavation diameter note: only Construction projects in which bidder has had a 30 percent or greater share are eligible for consideration; 4) firms that can as8IGN to the Construction site a field Representative or a full-time chief engineer or engineering supervisor who meets the following criteria for the past five years (since 19G9) as field Representative or as chief engineer or engineering supervisor, has constructed a tunnel by the '' natm'' method; 5) firms not suspended from designation in no 3 zone by Japan Highway Public Corporation at deadline dates for qualification screening and bid opening; 6) firms that can present an adequate plan for the tunneling work; 7) each member firm must satisfy the following criteria a) has been in operation for at least five years in qualified business under the Construction business law; B) can assign to the Construction site a full-time engineering supervisor qualified for this project under the Construction business law or a full- time nationally-licensed chief engineer; and C) has an at leas T 20 percent share of involvement, and the Representative firm must have the greatest share firms pre-qualified by the Construction minister regarding items (a) and (B) in evaluation of their management operations are exempted from these criteria; and 8) firms not related by capital or personnel to the contractors involved in this project (see Tender documents for details) bid documents must be obtained directly from the submitting agency, not from U S.
