Y -- DESIGN & BUILD CRYOGENIC GAS SEPARATION SECTION POC Contact Ralph Miles, 805-763-6235 Bechtel Petroleum Operations, Inc., Managing & Operating Contractor for the Department of Energy, requests the expression of interest in building a 150 MMSCFD cryogenic gas processing front- end for one of the existing Low Temperature Separation Plants at the Elk Hills Naval Petroleum Reserve No. 1 located near Tupman, CA. The new gas separation section will be components with a high ethane rejection. Incoming field gas has approximately 2.5 gallons of natural gas liquids per thousand cubic foot. the new separation section will feed an existing product fractionation section. Initial studies indicate that a cryogenic refrigeration process using cascaded propane and ethane refrigeration would be the most economical. Proposals will be solicited for refrigeration processes, however, alternative processes may also be proposed. The proposals will be evaluated utilizing technical, economic and experience criteria. All appropriate existing process equipment shall be used in the new separation section. Approximately 4,800 brake horsepower of propane compression will be available at the current plant site. Therminol, air, water, electricity and other plant utilities are also available. A TURNKEY CONTRACT is anticipated, in which the subcontractor will provide engineering and design, acquisition, construction, start-up and turnover.
