R -- EXTENSION OF TECHNICAL ASSISTANCE CONTRACTS FOR POLICY ANALYSIS AND POLICY IMPLENTATION UNDER THE NATURAL RESOURCES MANAGEMENT PROGRAM (NRMP 1) DUE 012095 Contact, Neil Edin, Contracts Officer, USAID/Philippines, TEL. Follow on modification to the present contracts of Louis Berger International, Inc. for policy analysis (USAID Contract No.492-0444-C-00-1136-00), and Development Alternatives, Inc. for Policy implementation (USAID Contract No. 492-0444-C-00-1135-00) for a total estimated cost of about $250,000 is anticipated under other than full and open competition (FAR Part 6) to provide the extension of Technical assistance to the Government of the Philippines in the implementation of activities of the Natural Resources Management Program (NRMP 1) through on or about March 15, 1995. An extension is required while the selection of the new contractor for follow-on activites to NRMP 1 is under negotiation and to assure smooth transition of program activites from the incumbent contractors and the new contractor. We do not feel it is cost effective to put in place a new contractor for the above mentioned activities for such a short period. However, under the requirements of the Federal Acquisition Regulation (FAR) Part 5, there is a need to advertise any contract actions that are expected to increase the total contract amount by more than $250,000.
