Engineering and Technical Assistance (SETA) services for United States
Strategic Command (USSTRATCOM). A sources sought synopsis was
published in the 22 Nov 94 edition of the CBD. USSTRATCOM has a
requirement for engineering and analytical support in the planning,
modeling, integration and maintenance of Command Control,
Communications, Computers and Intelligence (C41) Systems. This
requirement is a total small business set-aside to provide SETA support
for strategic and non-strategic C41 systems analyses, systems
integration, modeling and simulation, architecture development,
trade-off analysis, nuclear weapon effects support, Global Command and
Control System (GCCS) integration and Corporate Information
Management/Functional Process Improvements (CIM/FPI). Offerors will be
required to meet the following requirments: (1) demonstrated knowledge
of the GCCS concept including the systems used by GCCS, management
structure, network architecture, the Joint Strategic Planning System
(JSPS), and the Planning, Programming and Budgeting System (PPBS), (2)
demonstrated knowledge of USSTRATCOM Legacy systems and approved
migration systems, (3) demonstrated knowledge and experience with
CIM/FPI Integrated Computer Aided Manufacturing Definition
process/activity and data modeling techniques and Activity Based
Costing (ABC) tools and techniques, (4) expert knowledge and experience
with Air Force/Navy Strategic C4I systems, programs, procedures,
capabilities and assessments, (5) current working knowledge of and
experience in strategic war planning capabilities/systems across the
conflict spectrum, (6) expert knowledge and experience in current
bomber, intercontinental ballistic missile (ICBM), and nuclear-powered
fleet ballistic missile submarine (SSBN) connectivity and networks,
(7) working knowledge of current non-strategic nuclear options (NSNO)
and supporting connectivity, (8) comprehensive understanding and
experience in all aspects of the nuclear command and control system
(NCCS), (9) comprehensive understanding of the Nuclear Technical
Performance Criteria (NTPC), (10) expert knowledge of Tactical
Warning/Attack Assessment (TW/AA) system performance, (11)
comprehensive knowledge of current SSBN/nuclear submarine (SSN)
operations and impact on strategic and non-strategic connectivity, (12)
comprehensive understanding of current national policy and strategy as
applied to strategic and non-strategic connectivity, (13)
comprehensive knowledge of existing and emerging
nuclear/biological/chemical (NBC) threats, (14) demonstrated ability to
develop a Joint Decision Support (JDSS) database and the use of JDSS
software, (15) TOP SECRET/Special Compartmented Information (SCI)
facility and personnel clearances to include Red Integrated Strategic
Operational Plan (RISOP) and Strategic Integrated Operational
Plan/Extremely Sensitive Information (SIOP/ESI) accesses prior to
contract start date, (16) comprehensive understanding and experience
with Air Force reconnaissance and surveillance taskings, requirements,
systems, programs, procedures, capabilities and assessments, (17)
demonstrated expertise in current military operations and C4I issues,
(18) current, hands-on-experience performing Strategic Command and
Control Architecture Model (STRATC2AM) simulations of large
communications networks in nuclear degraded environments, (19) working
knowledge of current operating parameters associated with radio
frequency (RF) systems from extremely low frequency (ELF) to extremely
high frequency (EHF), (20) possess trained SUN computer system
operators and systems analysts, (21) comprehensive understanding of
nuclear effects and electronic countermeasures on RF systems,
facilities and platforms, (22) current corporate experience with
Network Simulation and Statistics Analyzer (NSSA), SKY MAP, Weapons
Effects Communications (WECOM) Codes, Satellite Control Model (SCM),
Worldwide Military Command and Control (WWMCCS) Allocation and
Assessment Model, Analytical X-Windows Interface to Simulators (AXIS),
Electromagnetic Pulse MAP (EMP MAP), and Fallout Cloud Assessment
Program (ALCAP) computer models, (23) demonstrate a
''strategy-to-task'' methodology integrating GFE computer
models/databases into a coherent and complementary analytic process
consistent with the Chairman, Joint Chiefs of Staff mission-oriented
analysis methodology, (24) in-depth knowledge of current hardness
maintenance/hardness surveillance (HM/HS) requirements, standards and
procedures, (25) comprehensive understanding of current hardening
philosophy, design practices and requirements against the various
nuclear weapon effects, (26) possess computer hardware and software
compatible with those systems that are standard to USSTRATCOM, as well
as color document and vu-graph production capability, (27) capable of
responding to short notice ''ad hoc'' taskings with minimum notice
(within 30 minutes), (28) understand current United States Strategic
Command and United States Space Command missions. The contract
performance period is anticipated to be from 1 October 1995 to 30
September 1996 with an additional four option years. The Standard
Industrial Classification (SIC) Code is 7371. The requirement is a
total small business set-aside. The small business size standard is $18
million. Those companies that responded to the 22 Nov 94 sources sought
synopsis will automatically be placed on the bidder's mailing list. A
Request for Proposal (RFP) is estimated to be available on or about 21
Mar 95. The estimated due date for submission of proposals is 18 Apr
