Financial Management Service, intends to award a sole source contract
to Thomas H. Stanton, ESQ., 1000 Potomac Street, Suite 500, Washington,
DC for continuation of work in evaluation of the Direct Loan Programs,
Guaranteed Loan Programs Insurance Programs and or Grant Programs to
determine if improved risk management can stregthen the program and
control program risk. This requirement necessitates extensive hands-on
experience in evaluating risk management within the Federal
Government. Highly technical expertise is relevant to assessing the
Government's exposure to losses under Government Sponsored Enterprise
(GSE) status versus other alternative organizational structures for
delivering required program services to the public. The tasks may
extend to any Federal Program. Firms who believe they have the
capability to provide these services should be a recognized apolitical
authority and published author on risk control theory, financial
institutions and financial risk controls and should have testified
before the United States Congress in the role of expert witness on
these subjects. This status is necessary to give credibility to any
recommendations for policy and/or organizational changes. Interested
parties shall submit technical capability statements including detailed
technical information and other technical literature which demonstrates
the ability to meet the above requirement within 15 days from the date
of this notice. FMS intends to award a contract with the performance
period beginning with contract award and ending on September 30, 1995
